Job summary

Censeo Consulting Group is seeking a Program Evaluation Specialist to support quantitative and qualitative evaluations for the U.S. Department of State, aiming to improve program effectiveness and research methods. You will collaborate with DOS teams to enhance evaluation methodologies and deliver actionable insights.

The role requires strong analytical skills, familiarity with SPSS/STATA/R, and experience with federal agencies. Hybrid work in Washington, D.C.

Qualifications

  • Bachelor's degree in social sciences, public policy, etc.
  • Master’s degree or Ph.D. in Economics, Social Sciences, or related field preferred.
  • Minimum 5 years experience in program evaluation.
  • Experience with federal agencies; Department of State preferred.
  • Strong communication and interpersonal skills for stakeholder collaboration.

Responsibilities

  • Design evaluation approaches to address questions on program effectiveness.
  • Conduct quantitative and qualitative evaluations to assess program effectiveness and areas for improvement.
  • Compare Exchange Visitor Program performance to similar programs.
  • Utilize statistical software and evaluation tools to develop models and analyze data.
  • Prepare comprehensive evaluation reports with conclusions and recommendations.
  • Refine evaluation models and data collection methodologies with evolving insights.
  • Collaborate with cross-functional teams on innovative solutions to challenges.
  • Communicate findings clearly through reports and presentations.
  • Build and maintain client relationships and mitigate delivery risks.

Program Evaluation Specialist - Department of State

The Position: We are seeking driven, thoughtful candidates with experience in program evaluation to support impactful initiatives for our Federal clients at the U.S. Department of State (DOS). As a Program Evaluation Specialist with Censeo, you will support quantitative and qualitative program evaluations for a key Department of State program. You will also work closely with DOS teams to enhance research and evaluation methodology.

Key Responsibilities:
  • Design evaluation approaches to address specific questions on program effectiveness and efficiency
  • Conduct quantitative and qualitative evaluations to assess program effectiveness, identify areas for improvement, and highlight best practices
  • Compare Exchange Visitor Program performance against similar domestic and international exchange programs
  • Utilize statistical software and evaluation tools to develop models, analyze data, and interpret results
  • Prepare comprehensive evaluation reports, summarizing findings, conclusions, and recommendations
  • Regularly refine evaluation models and data collection methodologies to incorporate new insights and evolving trends
  • Collaborate with cross-functional teams to develop realistic, innovative solutions to complex challenges
  • Communicate findings and recommendations clearly through written reports and presentations
  • Build and maintain strong client relationships, proactively identifying and mitigating delivery risks

Qualifications:
  • Bachelor's degree in a relevant field (social sciences, public policy, etc)
  • Master’s degree or Ph.D. in Economics, Social Sciences, or a related field (preferred)
  • Minimum 5 years experience in program evaluation
  • Proficiency in statistical analysis software ("e.g., SPSS, STATA, R") and qualitative data analysis tools
  • Experience working with federal agencies (experience with Department of State preferred)
  • Program evaluation certification (preferred)
  • Knowledge of relevant policies and regulations governing program evaluations
  • Excellent communication and interpersonal skills for collaboration with stakeholders
  • Strong analytical and problem-solving abilities with keen attention to detail
  • Ability to work independently and collaboratively in a team environment

Location:

Censeo Consulting Group is based in Washington D.C. We work in a hybrid setting with flexibility to work from home and work in our office located downtown near the White House.

Fine Print:
  • The salary range for this role is $70,000 - $140,000 depending on experience
  • Expected travel 0-10%; may increase based on business needs
  • This is an exempt, full-time position
  • This role is subject to a hybrid work schedule
  • Essential Physical Functions
    • Sitting: Particularly for sustained periods of time
    • Light Carrying: Physically transporting items weighing less than 15 pounds from one location to another
