Job description

The City of Lethbridge is actively committed to ensuring all individuals, families, and communities have opportunities for healthy development and social wellbeing. Our Community Social Development (CSD) team proactively works with a dedicated network of social service providers, community members, and all levels of government to enhance community health, safety, and overall wellbeing. The Program Evaluation and Reporting Specialist will play a role in supporting the department’s commitment to evidence-informed decision-making and performance-based funding, with the primary focus being on supporting the continued implementation of the Homeless Individuals and Families Information System (HIFIS), an information system designed to support the day-to-day operational activities of homelessness service providers in the community.

The Role:

As the Program Evaluation and Reporting Specialist, you will provide overall direction for the implementation of the Homeless Individuals and Families Information System (HIFIS), including day-to-day system oversight, quality assurance, data integrity, and coordination of upgrades and improvements with our internal IT partners. Acting as the primary point of contact for system administration, you will also liaise with local service providers, funders, and community partners to ensure HIFIS remains aligned with the evolving needs of the homelessness-serving sector and complies with Federal Reaching Home Directives and FOIP legislation.

You will support and train system users, conduct regular data quality assessments, and lead the preparation of performance and compliance reports. Your ability to translate technical data into practical insights will be essential to optimizing system performance and helping inform community-level decisions. The role also contributes to broader evaluation projects, supports Integrated Coordinated Access (ICA) system efforts, and helps strengthen outcomes-based funding models.

Your Professional Skillset:

You are an analytical thinker with experience in database management, program evaluation, and performance measurement. You are a strong communicator, known for translating complex information into clear insights, and you work well in collaborative, fast-paced environments.

  • A post-secondary degree in information technology, research, statistics, public administration, or a related field with a minimum of three years of relatable education and work experience.

  • Minimum three (3) years of relevant experience; equivalent combinations of education and experience may be considered

  • Experience with information systems, relational databases, and administrative system oversight (HIFIS experience considered an asset)

  • Strong research, reporting, and project management skills

  • Proficiency with Microsoft Office Suite and web-based platforms

  • Ability to work independently and manage multiple priorities under time constraints

WAGE: $41.86 per hour (under review)

TERM: One (1) Year

HOURS OF WORK: 7.5 hours per day, Monday to Friday; 8:00 a.m. to 4:30 p.m.
