Qualifications

• Strong analytical, organizational, and leadership skills.

• Experience with electronic health records (EHRs) and data tracking.

Responsibilities

• Ensure compliance with 14 NYCRR Part 820, OASAS rules, regulations, and audit standards.
• Develop and implement corrective action plans in response to audit findings and QA assessments.
• Oversee grant and contract management with timely deliverables and reporting.
• Supervise daily operations of residential programs including admission criteria and discharge planning.
• Provide clinical oversight by supervising staff and monitoring credentialing/licensure.
• Lead staff management activities including evaluations and professional development.
• Manage budgets and oversee fiscal activities, including billing and adherence to funding restrictions.
• Promote continuous quality improvement and monitor outcomes and client satisfaction.
• Foster community and interagency collaboration during audits and strategic planning.

Our client, a leading behavioral health organization dedicated to providing high-quality substance use disorder services, is hiring a Program Director, Residential Services (LCSW). The Program Director, Residential Services, oversees the comprehensive administration, clinical supervision, and fiscal management of OASAS-certified Part 820 Residential Substance Use Disorder Treatment Programs. This pivotal role ensures compliance with regulatory standards, promotes evidence-based practices, and fosters a person-centered care environment. The ideal candidate will demonstrate strong leadership, extensive regulatory knowledge, and a commitment to quality improvement in residential treatment settings.

Responsibilities

• Ensure full compliance with 14 NYCRR Part 820, OASAS rules, regulations, and audit standards, maintaining audit readiness for reviews, fiscal audits, and inspections.
• Develop and implement corrective action plans in response to audit findings, incident reviews, and quality assurance assessments.
• Oversee grant and contract management by ensuring deliverables, performance indicators, and reporting obligations are met timely and accurately.
• Supervise daily operations of residential programs, including admission criteria, discharge planning, capacity management, and ensuring fidelity to evidence-based practices.
• Provide clinical oversight by supervising clinical staff, ensuring credentialing and licensure requirements are met, and monitoring clinical quality indicators.
• Lead staff management activities such as performance evaluations, professional development, and ensuring workforce stability.
• Manage budgets and oversee fiscal activities, including monitoring expenditures, billing, reimbursement, and ensuring compliance with funding restrictions.
• Promote continuous quality improvement initiatives, monitoring outcomes and client satisfaction, and implementing performance enhancement strategies.
• Foster community and interagency collaboration, representing the program during audits, stakeholder meetings, and strategic planning sessions.

Requirements

• Current New York State Licensed Clinical Social Worker (LCSW).
• Current CASAC certification.
• Minimum of 5 years of experience managing an OASAS Part 820 residential program as a Program Director.
• Minimum of 10 years of staff and team management experience, including multidisciplinary teams.
• Demonstrated expertise in grant management, fiscal oversight, and regulatory compliance.
• Extensive knowledge of OASAS regulations, standards, audit processes, and reporting systems.
• Strong analytical, organizational, and leadership skills.
• Excellent communication skills, with proficiency in documentation and regulatory reporting.
• Proficiency with electronic health records (EHRs), data tracking, and compliance systems.
• Ability to lead, motivate, and develop staff while maintaining operational excellence. Candidates with experience managing multiple programs, familiarity with federal and foundation grants, and knowledge of co-occurring disorder treatment are highly encouraged to apply.
