Monarch Healthcare in North Carolina is seeking a Program Director, PSR to lead a services program that develops social, vocational, educational, and independent living skills for individuals with mental health challenges, IDD, or SUD. You will oversee day-to-day operations, program staff, and PCP planning to support client goals.

The role requires coordination with Qualified Professionals, strong budgeting, and a commitment to person-centered care within state guidelines.

Qualifications

  • Minimum of a Bachelor Degree (dependent upon experience) (Required)
  • Qualified Professional (10A NCAC 27G .0104) must have one of the following: Bachelor degree with 4 years FT OR 8 years PT, or Bachelor degree in Human Services with 2 years FT or 4 years PT, or Master degree in Human Services with 1 year FT or 2 years PT
  • Experience working with adults with a mental health diagnosis, an intellectual/developmental disability, and/or substance use disorder (1–4 years)
  • Supervisory experience (2–4 years)

Responsibilities

  • Direct, plan, organize and implement activities to manage day-to-day operations within assigned department/programs.
  • Develop, implement, and monitor budgets in a fiscally sound manner.
  • Hire, assign, supervise, train, evaluate, and discipline assigned staff.
  • Provide direction to staff regarding program components and PCP-related care, ensuring quality and compliance.

This position may serve as the qualified professional in the assigned departments and provides service-based supervision to paraprofessional staff.What You'll Do:• Direct, plan, organize and implement activities to manage the day-to-day operations within assigned department/programs that enhance the life of people receiving services. Activities will include administration, finance, personnel, and programming supervision.• Develop, implement, and monitor budgets in a fiscally sound manner.• Provide systems that assist people being supported in identifying their own areas of strength and need to achieve their personal dreams and goals that will enhance their quality of life as related to best practice and state and agency policy/procedures.• Work in conjunction with Qualified Professionals in a variety of settings to develop, implement, document, and monitor a Person Centered Plan of Care as related to determining required level and frequency of services.• Identify opportunities for community connections and development/enhancement of natural support networks for people served. Work with service staff to educate people served on these options.• Use a range of communication skills and strategies to establish a mutual relationship with the individual, staff, co-workers, supervisors, other stakeholders and people who are important to the individuals receiving services.• Ensure requests for services are made considering eligibility, continued stay and discharge criteria for the service definition. Understand criteria, target population matrices, service definitions, authorization request, billing, etc. Services and supports that match the person centered plan and the individual’s needs shall be in place and be fiscally viable.• Hire, assign, supervise, train, evaluate, and discipline assigned staff.• Provide direction to staff in regards to carrying out programs, services and supports related to participant needs. Monitor performance and implementation of these responsibilities by being present during day-to-day activities on all shifts and by unannounced visits. Direct any concerns regarding performance to appropriate personnel.• Provide initial and ongoing assessment, evaluate effectiveness of PCP and progress made by person receiving services, participate in team meetings/case reviews with other providers and natural supports as needed and give input to QP into person centered plan modifications.• Prepare and submit reports, documents, assessments, evaluations and paperwork as required to efficiently manage program needs.• Identify methods whereby services can be provided utilizing existing community resources whenever possible. Continuously use person-centered approaches and positive approach strategies when interacting with consumers. Integrate strategies into program plans.• Ensure staff are appropriately trained regarding plans and related programs and demonstrate an understanding of specific plan components. Assist in the design and presentation of agency wide training.• Provide continual assessment of quality assurance standards (meeting all regulations) and the development/implementation/reporting of a minimum of• local improvement project annually.• Attend and actively participate in meetings and training as required. Maintain certification in all agency, state and federal training requirements.• Demonstrate knowledge of emergency procedures including preventative and crisis services. Schedule and participate in on-call coverage.• Work with supervisor on the continual assessment and enhancement of services provided throughout the agency.• Demonstrate knowledge of and comply with all agency policies and procedures, as well as state and federal statutes and regulations related to specific program areas.• Follow service definition guidelines for services being provided.• Complete all other relevant responsibilities as assigned by the supervisor.• Driving and travel may be required.Benefits:We offer a competitive and flexible total rewards package designed to support the diverse needs of our team members.
