Overview

GovCIO is currently hiring a Program Director to support the VA experience to support the Department of Veterans Affairs (VA) ATO Project Management team to oversee the day to day operations, develop project plans on meeting deadlines, and reaching milestones along with collaboration with other team managers, stakeholders and Information System Security Officers (ISSO) to establish efficient team utilization.

Responsibilities

Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

  • Manages one or more programs of size and complexity, may manage an operating/field office, and supervises professional and technical personnel performing in their customary disciplines.
  • Maintains aggressive efforts to achieve objectives.
  • Prepares manpower staffing plans, including skill and labor mix, to support contract operations. May be responsible for recruiting, interviewing, and hiring staff.
  • Monitors contract, subcontract, and funding; prepares forecasts of program financial performance.
  • Acquires follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program/project managers.
  • Certify all phases of the risk assessment
  • Ensure documents, policies, plans and procedures align with NIST SP800-37, NST SP800-53
  • Attend work groups, meeting and other technical exchanges to help develop a project plans that align all team activities with Authority to Operate (ATO) standards
  • Organizes and visualizes team work
  • Captures notes, themes, and action items from meetings and discussions and determines next steps
  • Interact daily with SalientCRGT and VA management to interpret their needs and requirements.
  • Review system documentation (Security Plans, Risk Assessments, Network Diagrams and SOPs) to further help develop and manage project outcomes and deliverable metrics
  • Conduct weekly, monthly or ad hoc meetings to ensure teams are meeting project deadlines and to gather feedback on how to improve on current processes
  • Oversee approved routine maintenance implementation on applicable network security devices and applications.
  • Develop a road map to lay out short and long term goals and account for deviations resulting in potential schedule changes
  • Provide mentorship to team personnel.
  • Maintain existing and develop new processes and procedures to improve intra and inter-team operability and communication.
  • Enforce SalientCRGT, VA NOC, and intra-team policies and performance standards.
  • Assign responsibilities and monitor tasks and project status.

  • Bachelor’s degree in Computer Science or related technical field with 8-12 years of experience including management experience. 5 years of additional experience maybe substituted for degree.
  • Must be able to pass and maintain a Tier 4 (BI) Government Background Investigation

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.
