Qualifications

Job Summary

The Program Director provides on-site leadership at assigned facilities and ensures daily operations are run in compliance with all SHW policies, procedures, and regulatory requirements. This role oversees operations across multiple sites, monitors program performance, and ensures consistency with the operations manual and licensing standards. The Program Director engages with staff and clients to maintain a structured, safe, and efficient environment, addresses operational issues as they arise, and implements processes to improve workflow and service delivery. Regular reporting on staffing, compliance, and operational effectiveness is also required.


Essential Functions


  • Oversee daily program operations and ensure all scheduled activities are implemented, including approved program changes.

  • Ensure timely ordering of food, office, and program supplies.

  • Support onboarding and training of new staff and maintain a calm, therapeutic environment.

  • Oversee intake processes to ensure required assessments and documentation are completed for quality care and accurate billing.

  • Develop and maintain weekly staffing schedules within budgeted FTE limits, ensuring full coverage while preventing overtime or double time without prior senior leadership approval

  • Monitor group and individual service delivery to meet treatment and billing requirements.

  • Provide regular operational, staffing, and productivity reports to senior administration.

  • Oversee monthly budgeting and basic financial tracking.

  • Conduct community outreach and maintain referral relationships as needed.

  • Support crisis response and ensure incidents are reported according to protocol.

  • Ensure timely and accurate EHR documentation to support compliance and billing.

  • Assist with disciplinary actions and staff accountability.

  • Oversee facility compliance, inspections, and safety requirements.

  • Lead staff meetings and provide ongoing leadership and direction.

  • Maintain compliance with HIPAA and 42 CFR Part 2 confidentiality rules.

  • Communicate effectively with a multidisciplinary team and oversee multiple sites.

  • Maintain schedule flexibility and provide clinical services (groups or individual sessions) as needed.

Supervisory Responsibility

This position is responsible for supervising staff within the facility.


Work Environment


  • Primarily indoor environment with occasional outdoor work performed in a residential or outpatient treatment setting.

  • May be exposed to individuals experiencing emotional distress or behavioral challenges.

  • May work in close proximity to staff and clients.

  • Noise level is typically moderate.


Physical Demands


  • Frequent standing, walking, bending, and reaching throughout the day.

  • Must be able to lift, carry, and move objects up to 25 pounds regularly, and occasionally up to 40 pounds.

  • Must have adequate visual acuity to read labels, and written instructions, and sufficient hearing to communicate effectively in a treatment environment.


Travel Required

Occasional client outings, travel between facilities, external trainings or meeting; must be able to drive or otherwise travel between locations during regular work hours.


Required education and experience


  • Bachelor’s Degree in Business, Psychology, or Social Work or other related field or a combination of education and/or two (2) or more years of experience in drug and alcohol or mental health.

  • Certified in CPR/First Aid (within 30 days of hire)


Preferred education and experience


  • Master’s Degree in Business, Psychology, or Social Work or other related field or a combination of education and/or four (4) or more years of experience in drug and alcohol or mental health.

  • Registered counselor with the governing bodies.

  • RADT or registered counselor (within 90 days of hire).


Work authorization/security clearance requirements


  • Must possess and maintain a valid California Driver’s License with a clean driving record.

  • Must successfully pass fingerprinting, criminal background check, and any additional clearances required by DHCS, DSS, or funding/regulatory agencies.
