Job summary

State Highway Administration in Baltimore, MD seeks an Assistant Division Chief to direct the Program Development Division. The role oversees planning, budgeting, and quarterly Capital Program submissions, driving CMAPS usage and CTP reporting.

You will present funding analyses and coordinate with MDOT and SHA senior managers. The ideal candidate has strong communication, procurement and budget process knowledge, plus experience leading teams and liaising with officials.

Qualifications

• Graduation from an accredited high school or possession of a high school equivalency certificate.
• Six (6) years of administrative staff or professional work.
• Three (3) years of experience performing professional transportation planning work, fiscal and program management work, or financial accounting/budgeting work. One (1) year of the experience must involve the supervision of other employees.

Responsibilities

• Plan, direct, and supervise the major functions of the Program Development Division (PDD).
• Develop and quality control SHA’s quarterly Capital Program submissions to the MDOT Secretary’s Office (MDOT TSO).
• Manage SHA’s program within CMAPS for quarterly submissions and CTP reports.
• Provide funding allocation and expenditure summaries and analyses to program managers and Senior Managers.
• Oversee the SPR Program and coordination with SHA offices and Senior Management.
