Qualifications

Responsibilities

  • Set up cost control system, monitor and control costs and schedules on contracts requiring validated cost schedule control system.
  • Support audits and reviews requested by programs, customers, and company management, fact-finding and negotiation support.
  • Perform analysis and prepare reports to ensure contracts stay within negotiated parameters and government cost control guidelines.
  • Perform Earned Value Management (EVM) tasks including WBS development, budget baseline, cost risk analysis, and visibility reports.
  • Build and maintain cost models for programs, proposals, and internal business cases (labor, materials, ODC, overhead, fees).
  • Analyze cost drivers and run scenario analyses for scope, schedule, and staffing.
  • Collaborate with cross-functional teams to improve estimating accuracy and cost/cash modeling methodologies.
  • Other duties as assigned.

As a Program Cost Control Analyst - Level 4 located in Dulles, VA or Redondo Beach, CA, you'll be a linchpin in missions of paramount importance, defining the art of the possible from day one. This position is 100% onsite and cannot accommodate telecommute work.

Our Program Cost Control Analyst will help prepare budgets and schedules for contract work and assist with financial analyses such as funding profiles, sales outlooks, cash forecasting and variance analysis. You will also work to ensure adequate funding availability by maintaining accurate records of expenditures, directing preparation for expenditure projections and submitting timely requests for additional funding to the government.

The Analyst will provide financial planning, forecasting, and reporting support for programs within the SATCOM OU. This role partners with Program Management and Business Management to ensure accurate budgets, forecasts, and variance analysis that support business decisions. In addition, this position will be responsible for Cost Modeling on new business captures that will require developing, maintaining, and analyzing cost models to support pricing, proposals, and business decisions. This role partners with Program Management, Business Management, Engineering, and Capture/Proposal teams to quantify cost drivers, assess scenarios, and ensure that estimates and bids are accurate, defensible, and aligned with financial objectives.

This position will support intercompany programs and the site General Manager.

This position will work a 9/80 schedule, with every other Friday off.

Your Role and Impact:

  • Perform Earned Value Metric (EVM) tasks including Work Breakdown Structure (WBS) development, budget baseline, cost risk analysis/ assessment and visibility reports, development and analysis of estimates to complete
  • Build and maintain cost models for programs, proposals, and internal business cases (labor, material, ODC, overhead, and fees).
  • Analyze cost drivers and sensitivities, and provide scenario analysis (e.g., "what if" assessments for scope, schedule, staffing).

Basic Qualifications:
  • Bachelor's degree with 8 years of professional experience - OR - Master's degree with 6 years of professional experience - OR - PhD with 4 years of professional experience
  • Will consider an additional 4+ years of experience in lieu of degree
  • No clearance required to start
  • Experience with financial analysis or reporting
  • Experience with MS Office Suite
Preferred Qualifications:
  • Degree in Finance, Economics, Accounting or Business Administration

  • Understanding of Indirect Rate application
  • Experience with various contract types, such as FFP, FPAF, T&M, OTA
  • Earned Value Management (EVM) experience
