Job summary

Northrop Grumman in Linthicum, MD is seeking a Program Cost Control Analyst at Level 2 or Level 3 to support financial planning and control for critical programs in the Space Systems Sector. You will collaborate with program managers, CAMs and business managers to drive cost visibility and performance across multiple divisions.

The role requires active Top Secret clearance, EVMS expertise, and strong Excel skills to develop budgets, analyze funding profiles, and manage cost reports.

Qualifications

  • Requires Bachelor’s degree with 2 years of professional experience (Level 2) or Master’s with 0 years; Level 3 requires more experience.
  • Active U.S. Government Top Secret clearance at time of application, with SCI eligibility.
  • Experience with Earned Value Management.
  • Experience with financial systems including cost performance reporting and analysis.
  • Strong Excel skills (pivot tables, VLOOKUP, conditional formatting).

Responsibilities

  • Interface with program managers and CAMs to provide financial support and analysis.
  • Prepare budgets and schedules and assist in funding profiles and variance analysis.

Northrop Grumman’s Space Sector invites you to bring your pioneering spirit to our collaborative teams. As a Program Cost Control Analyst – Level 2 or Level 3 located in Linthicum, MD, you’ll be a linchpin in missions of paramount importance, defining the art of the possible from day one.

This Requisition Represents Multiple Existing Opportunities Within Our Space Systems Sector Business Management Organization. The Program Cost Control Analyst (PCA) Will Provide Program Planning And Financial Control Support Within One Of The Following Three Sector Divisions

  • Space Superiority Division
  • Multi Domain Operations Division
  • Intelligence Systems Division

This position will work a 9/80 schedule, with every other Friday off.

Job responsibilities include, but are not limited to, the following:
  • The PCA will interface with the program managers, functional management, cost account managers (CAMs) and business managers to provide financial support and analysis to meet program requirements. They will prepare budgets and schedules for contract work and assist in financial analyses such as funding profiles, sales outlook, cash forecasting, and variance analysis.
  • The PCA will monitor costs and schedules on contracts requiring validated cost schedule control system. This will include performing perform Earned Value Metric (EVM) tasks such as Work Breakdown Structure (WBS) development, budget baseline, cost risk analysis/ assessment and visibility reports, development, and analysis of estimates to complete.
  • The PCA will perform analysis and prepare reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines, including maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government.
  • Other duties as assigned

This position can be filled at either a Level 2 or Level 3.

Basic Qualifications For Level 2
  • Bachelor’s degree with 2 years of professional experience – OR – Master’s degree with 0 years of professional experience
  • Requires an active U.S. Government Top Secret security clearance at time of application, current and within scope, with a willingness and ability to get a SCI clearance
  • Experience with Earned Value Management
  • Experience with financial systems including cost performance reporting and analysis
  • Strong PC skills - specifically Excel proficiency (including pivot tables, Vlookup, and conditional formatting)
Basic Qualifications For Level 3
  • Bachelor’s degree with 5 years of professional experience – OR – Master’s degree with 3 years of professional experience – OR – PhD with 1 year of professional experience
  • Requires an active U.S. Government Top Secret security clearance at time of application, current and within scope, with a willingness and ability to get a SCI clearance
  • Experience with Earned Value Management
  • Experience with financial systems including cost performance reporting and analysis
  • Strong PC skills - specifically Excel proficiency (including pivot tables, Vlookup, and conditional formatting)
Preferred Qualifications
  • Degree in Finance, Accounting, or Business Administration or related field
  • Experience with COBRA, COGNOS, SAP

Primary Level Salary Range: $72,400.00 - $108,600.00

Secondary Level Salary Range: $89,900.00 - $134,900.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
