Job summary

Community Services and Employment Training, Inc. seeks a dedicated employment specialist to deliver career placement and employment assistance to SCC Trainees.

Responsibilities

  • Develops employment opportunities and facilitates placement of Trainees into unsubsidized employment by matching skills with employer needs.
  • Establishes and maintains relationships with employers and workforce partners to identify opportunities.
  • Conducts proactive employer outreach including cold calls, visits, networking, job fairs.
  • Markets programs and identifies workforce needs; communicates program benefits to employers.
  • Researches employment opportunities and gathers job requirements, wages, and skills.
  • Refer Trainees to opportunities, coordinate interviews, and follow up for retention.
  • Provide individualized employment counseling, resume development, interview prep, and job search strategies.
  • Develops Individual Employment Plans and related contracts (OJT, Work Experience).
  • Assesses employment readiness by reviewing history, education, and goals.
  • Monitors progress and communicates with employers and Trainees about performance and retention.
  • Ensures compliance with program requirements and safety standards.

Job description

SCOPE OF WORK

The purpose of this position is to provide CSET/SCC Trainees with comprehensive career placement and employment assistance. The incumbent is responsible for developing and maintaining employer relationships, identifying and securing employment opportunities, connecting Trainees with appropriate job openings, marketing CSET/SCC programs and services to prospective employers, and coordinating employment‑related resources to support successful job placement and retention.

ACCOUNTABILITIES
  • Develops employment opportunities and facilitates successful placement of SCC Trainees into unsubsidized employment by matching Trainee skills/experience and interests/qualifications with employer needs and availability
  • Establishes and maintains ongoing relationships with employers, businesses, industry representatives, workforce partners, and training agencies to identify employment opportunities and promote the hiring of SCC Trainees
  • Conducts proactive employer outreach, including cold calls, employer visits, networking, job fairs, and other business engagement activities to develop job leads and expand employment opportunities for Trainees
  • Markets SCC programs, Trainee skills, and available employment support services to prospective employers; communicates program benefits and works with employers to identify and address workforce needs
  • Researches employment opportunities through employers, online job boards, CalJOBS, partner agencies, labor market information, and other available resources; obtains information regarding job requirements, qualifications, wages, schedules, and required skills
  • Refers qualified Trainees to appropriate employment opportunities, coordinates and arranges interviews, and conducts timely follow‑up with Trainees and employers to support successful placement and retention
  • Provides individualized employment counseling and job‑readiness assistance, including resume development, interview preparation, job search strategies, employment applications, and navigation of CalJOBS and other employment websites
  • Develops and maintains Individual Employment Plans and other employment or training‑related plans and agreements, including Work Experience, Transitional Job, On‑the‑Job Training (OJT), and other applicable contracts
  • Assesses Trainee employment readiness by reviewing work history, education, training, certifications, interests, aptitudes, transferable skills, barriers to employment, and career goals to identify employment opportunities
  • Monitors Trainee progress and performance in employment and work‑based training placements and maintains regular communication with employers and Trainees to identify concerns, provide support, and promote successful employment retention
  • Works collaboratively with Trainees, employers, program staff, and program leadership to address performance concerns, identify necessary supports, strengthen workplace skills, and determine appropriate employment options when needed
  • Monitors workplace training and subsidized employment placements for compliance with applicable program requirements, safety standards, labor laws, adequate supervision, training plans, and contractual requirements
  • Documents Trainee acquisition of employment‑related skills, knowledge, work experience, and employment outcomes in accordance with program and funding requirements
  • Collects and processes Trainee timecards and other required employment documentation accurately and timely; tracks hours worked and ensures required supporting documentation is complete
  • Maintains accurate and timely case files and electronic records documenting Trainee contacts, employer outreach, job referrals, interviews, placements, retention activities, partner communications, and other required services
  • Inputs complete and accurate information regarding Trainee services, employer contacts, business outreach, job development activities, and employment outcomes into applicable databases and tracking systems
  • Conducts required follow‑up with Trainees and employers to verify employment status, job retention, wages, hours, and other required employment outcomes, and communicates results to appropriate staff and partnering agencies
  • Prepares and maintains required correspondence, reports, contracts, case documentation, employer records, and other program‑related documents
  • Serves as a liaison between Trainees, employers, SCC staff, and partnering agencies to address employment‑related questions, concerns, and barriers and coordinate appropriate resources and services
  • Refers Trainees to appropriate CSET/SCC programs, community resources, supportive services, and partner agencies when additional assistance is needed to obtain or maintain employment
  • Facilitates employment orientations, job‑readiness workshops, career development activities, and other presentations designed to prepare Trainees for successful entry into the workforce
  • Participates in employer outreach activities, recruitment events, job fairs, community events, and meetings with workforce and community partners as assigned
  • Maintains current knowledge of SCC programs, employment and training requirements, labor market trends, employer needs, and applicable regulations affecting Trainees and participating employers
  • Participates in required training and professional development to maintain and strengthen the knowledge and skills necessary to effectively perform job development and placement responsibilities
  • Collaborates with and provides cross‑functional support to colleagues as needed, including assisting with program activities, participant services, coverage, and time‑sensitive priorities to support effective program operations and continuity of services
  • Performs other duties as assigned and complies with established work schedules, attendance expectations, operating procedures, organizational policies, and applicable program requirements

  • Must be able to travel, typically within Tulare County
  • Must be able to sit, walk, and stand for long periods
  • Must be able to bend, stoop, and reach
  • Must be able to perform light to moderate physical work, including occasionally lifting, carrying, pushing, and pulling up to 50 lbs., and frequently lifting, carrying, pushing, and pulling up to 10 lbs.
  • Must be able to read, understand, and explain various forms and written material
  • Must maintain a clean DMV record and be eligible to be added to and remain on the agency's vehicle insurance to drive company vehicles and travel as needed
COMPENSATION

Pay Range: $24.70 – $26.46 per hour, depending on qualifications and experience. This position is classified as Non‑Exempt under the Fair Labor Standards Act (FLSA) and is eligible for overtime pay in accordance with California and federal law. Overtime requires prior supervisor approval.
