The Department of Commerce, Division of Public Staff Utilities Commission, is looking for an Program Coordinator IV- Wake County. The primary purpose of this coordinator position is for timely review and development of recommendations for assigned telecom filings, water and sewer resale (i.e., WR and WRN) filings, as well as analytical review of HHG audits and negotiating satisfactory settlements in HHG claims. The position is also responsible for necessary preparation of recommendations with regards to the Commission’s regulation of local exchange companies (ILECs), competing local providers (CLPs), interexchange long distance carriers (IXCs), payphone service providers (PSPs), and shared tenant services providers (STS), and maintaining multiple database and files across the multiple sections. This position in the Transportation/Water-Reseller/Telecom section of the Public Staff's Water Division, is a high-level administrative position in a multi-section regulatory environment. This is an exciting opportunity for an individual with strong critical thinking skills to understand and objectively apply a variety of regulations to assist consumers and ensure utilities’ compliance. The position requires independent initiative to alternate between contrasting program areas with well-defined regulatory processes and broadly defined regulatory processes, to meet the objectives of task functions.

Division Responsibilities

• Review of utility companies’ proposals for changes in rates and service.
• Utilities response to federal and state regulations.
• Preparation of recommendations the North Carolina Utilities Commission (NCUC) on reviewing HHG claims and audits, and providing qualified guidance on suitable practices within the regulatory scope.

Work Hours

This is a full-time position (40 hours per week) with State Benefits, including health insurance, as well as retirement.

Salary

Recruitment Range: $52,592- $72,314. The salary grade for this position is NC14. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon those factors, a pay increase MAY result.

Knowledge, Skills, and Abilities

• Analytical skills to interpret and investigate comprehensive general statutes, rules, tariffs, and regulations with appropriate discretion.
• Demonstrated experience and ability to evaluate regulatory situations, assess applicable factors, and determine appropriate actions to formulate interpretations, judgements, and resolutions in a variable manner.
• Intermediate proficiency communicating sensitive regulatory issues with leadership, legal counsel, regulated entities, and stakeholders through clear written and verbal guidance.
• General knowledge of office equipment systems and related technology, including general office software programs.
• Basic knowledge of accounting practices and procedures, as well as business math principles in billing situations.

Education and Experience Requirements

Bachelor's from an appropriately accredited institution and three (3) years of experience related to the area of assignment; or an equivalent combination of training and experience.
