Qualifications

  • Bachelor’s Degree from an accredited university in Finance, Accounting, or Business Administration and 10+ years of related experience, or a Master’s Degree with 8+ years, or a PhD/JD with 5+ years.
  • Must be a US Citizen.
  • 10+ years of Project Control experience, preferably in Government Contracting.
  • 10+ years of government contracts experience or similar financial and accounting experience.
  • Knowledge of multiple contract types: FFP, FPLOE, T&M, CPFF.
  • Proficiency with MS Office (Word, Excel, PowerPoint).
  • Ability to learn new process tools and multi-task.

Responsibilities

  • Plan, track, analyze, and report on multiple projects with varied contracts and risk levels.
  • Interface with project managers, technical staff, contracts, finance, procurement, and subcontract management.
  • Administer and track contracts from award to closeout, including set‑up, billing, and cash flow analysis.
  • Monitor cost and schedule variances and prepare reports for forecasts and budgets.
  • Ensure revenue is recorded per EAC and provide data for quarterly forecasts.
  • Provide bottom‑up estimates of completions and manage GAAP compliance.

SAIC is looking to hire a Program Control Principal. This position offers the flexibility to work remotely from anywhere in the United States. The role requires availability to support standard Pacific Standard Time (PST) hours, from 8 AM to 5 PM.

Job Duties:

  • Participates in the planning, tracking, analysis, and reporting on multiple projects of varying contract type, size, complexity, and level of risk.
  • Significant interface with project managers, senior technical staff, as well as other functional organizations including contracts, finance, accounts receivable, procurement, subcontract management, etc.
  • Administer and track the progress of contracts from award to contract closeout to include contract set-up, billing including cash flow analysis and reporting.
  • Monitor and prepare reports on cost and schedule variances in order to keep project on schedule and budget and follow established procedures while contributing to the completion of organizational projects and goals.
  • Review and monitor contract funding and expenditures.
  • Ensure revenue is recorded according to the EAC and provide accurate data for inclusion in quarterly forecast plans.
  • Ability to build and maintain bottom’s up estimate at completions on all project types, meet deadlines for submissions, certifications and provide management with ongoing status of EACs and detailed Budgets as contractually required.
  • Ensures adherence to Generally Accepted Accounting Principles (GAAP), Sarbanes‑Oxley and all corporate policies and procedures as they relate to contract performance and financials.
  • Manage subcontractor invoice process i.e. approve, process for payment and maintain subcontractor financial data & funding status.
  • Requires ability to learn new applications for data entry and verification.
  • Performs assignments in the form of objectives and establishes goals to meet outlined objectives.

Qualifications

Required Education and Experience:

  • Bachelor’s Degree from an accredited university in Finance, Accounting, or Business Administration and 10 years or more of related experience, or a Masters Degree and 8+ years of experience, or a PhD or JD and 5+ years of experience.
  • Must be a US Citizen.
  • 10+ years of Project Control experience preferably in Government Contracting.
  • 10+ years of government contracts experience or comparable financial and accounting experience.
  • Extensive knowledge of multiple contract Types including: Firm Fixed Price (FFP), Fixed Price Level of Effort (FPLOE), Time and Materials (T&M), OR Cost Plus Fixed Fee (CPFF).
  • Analytical, communication and presentations skills needed as well as the ability to operate independently and as a strong member of a team.
  • Requires mastery of basic MS Office Software (Word, Excel, and PowerPoint).
  • Ability to complete assignments within a fast paced environment.
  • Ability to learn new process tools, multi-task and provide exceptional support to management.
  • Ability to provide insight, present and manage finances for program and account level financial reporting.
  • Ability to provide guidance/mentoring to junior level staff.

Desired:

  • Cost Point and Cognos experience is a plus.

Target salary range: $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
