Job summary

Northrop Grumman is seeking a Program Control Manager - Manager Level 2 for its Space Sector in Redondo Beach, CA. This 100% onsite role oversees program-related business management, financial performance, and staff development to support national and global missions.

Ideal candidates will have DoD Top-Secret/SCI clearance, substantial EV experience, and a track record leading diverse teams. The position emphasizes collaboration with stakeholders and rigorous contract management.

Qualifications

• Bachelor's degree with 8 years of business management or program control experience, or Master's degree with 6 years.
• Active DoD Top-Secret/SCI clearance required at time of application, current and within scope.
• Leadership or people-management experience.
• Earned Value (EV) experience and EV guidelines.
• Experience with MS Office Suite including Excel.

Responsibilities

• Assist with program resource management, including cost estimation, allocation, tracking and analysis.
• Prepare Estimate-at-Complete (EAC) and responsible for final review.
• Prepare and present financial data to internal and external customers, including variance analysis and forecasts.
• Review all contractual documents related to applicable programs and assist with contract negotiations as needed.
• Oversee cash management to ensure timely invoices and collections.
• Support proposal preparation, fact-finding and contract negotiations on a major capture as needed.
• Evaluates business deals, including return on sales, payment terms, and cash flow expectations.
• Provide business oversight, interface with applicable stakeholders, customers and auditors and assist with Supplier Management Team.
• Interface with diverse functional areas to ensure risks are understood and financial performance is achieved.
• Develop and motivate a productive staff in a team environment with excellence in planning and communication.
• Other duties as assigned

Our Program Control Manager will have oversight for all program-related business management activities, including partnering with the Organizational Unit Director to ensure organizational financial goals are achieved, ensure superior financial performance and ensure the customer's mission is achieved. This role will be responsible for the management and development of a program control analyst team.

This position will work a 9/80 schedule, with every other Friday off.

In this job, you will:

• Assist with program resource management, including cost estimation, allocation, tracking and analysis
• Prepare Estimate-at-Complete (EAC) and responsible for final review
• Prepare and present financial data to internal and external customers, including variance analysis and forecasts
• Review all contractual documents related to the applicable programs and assist with contract negotiations, as needed
• Oversee cash management to ensure timely invoices and collections
• Support proposal preparation, fact-finding and contract negotiations on a major capture as needed to ensure business management issues are represented as necessary
• Evaluates business deals, including return on sales, payment terms, and cash flow expectations, to ensure they are favorable.
• Provide business oversight, interface with applicable stakeholders, customers and auditors (internal and external) and assist with Supplier Management Team needed to ensure sound business deals
• Interface with diverse functional areas to ensure risks are understood and financial performance is achieved.
• Develop and motivate a productive staff in a team environment with excellent interpersonal, planning, presentation and organizational skills with focused emphasis on continuous process improvement
• Other duties as assigned

Basic Qualifications:

• Bachelor's degree with 8 years of business management or program control experience - OR - Master's degree with 6 years of business management or program control experience
• Requires an active U.S. Government DoD Top-Secret/SCI security clearance at time of application, current and within scope
• Leadership experience or people management experience
• Earned Value (EV) experience including understanding of Earned Value guidelines
• Experience with MS Office Suite, including MS Excel

Preferred Qualifications:

• Master's degree and 10+ years of related aerospace industry experience
• Intermediate, to advanced level of understanding of the following systems or software is beneficial: COBRA (or similar project management software), Cognos, SAP, S/4, Microsoft Excel, and Office Analysis
• Working knowledge of Government financial CDRL's
• Experience working with Full Flow down Earned Value
• Understanding of DoD contracts, government Cost Accounting Standards, Commercial contracts, or FAR
• Agile experience
