Systems Planning and Analysis, Inc. (SPA) is seeking a Program Analyst for Workforce Analytics in the Washington, DC area to maintain and analyze workforce data, develop dashboards, and produce leadership-ready metrics.

You will track hiring activity, forecast staffing needs, coordinate with People Operations, and identify risks to improve data-management processes in a fast-paced government program environment.

Qualifications

  • Ability to work at Maritime Plaza in Washington DC full-time.
  • U.S. citizen with active DoD Secret clearance and ability to obtain Top Secret clearance.
  • 6-8 years of professional experience supporting DoD or government programs.
  • Bachelor's degree in STEM or related field.
  • Exceptional written and verbal communication skills.
  • Strong analytical skills and ability to analyze data with uncertainties.

Responsibilities

  • Maintain and analyze workforce data, including staffing levels, vacancies, hiring activity, and prospective personnel.
  • Develop and maintain workforce dashboards, reports, metrics, and leadership briefing materials.
  • Analyze hiring and staffing trends and develop workforce projections to support planning.
  • Track prospective new hires through the hiring and onboarding lifecycle, including start dates and onboarding status.
  • Identify workforce trends, gaps, risks, and areas requiring leadership awareness or action.
  • Support recurring and ad hoc workforce data calls, analyses, and leadership requests.
  • Coordinate with People Operations, hiring managers, and functional stakeholders to maintain accurate workforce information.
  • Identify opportunities to improve and automate workforce tracking, reporting, and data-management processes.

The Strategic Division (SD) supports high-reliability organizations including Navy Strategic Systems Programs (SSP), Air Force Nuclear Weapons Center, and the Department of Energy (DOE), among others. Our support across our client base is expanding rapidly and encompasses important services, such as data analytics and visualization, threat analysis, risk management, modeling and simulation, cost estimating, earned value management, program management, system engineering, independent evaluation, and High Consequence Event prevention.


SPA's Strategic Division's Regional Strike System Group (RSSG) supports critical U.S. government programs providing Systems Engineering, Systems Safety, Modeling, Master Scheduling, and Financial Analysis support. RSSG is hiring immediately for a Program Analyst - Workforce Analytics in support of the SLCM-N Program Office.


Responsibilities


  • Maintain and analyze workforce data, including staffing levels, vacancies, hiring activity, and prospective personnel.

  • Develop and maintain workforce dashboards, reports, metrics, and leadership briefing materials.

  • Analyze hiring and staffing trends and develop workforce projections to support short- and long-term planning.

  • Track prospective new hires through the hiring and onboarding lifecycle, including anticipated start dates and onboarding status.

  • Identify workforce trends, gaps, risks, and areas requiring leadership awareness or action.

  • Support recurring and ad hoc workforce data calls, analyses, and leadership requests.

  • Coordinate with People Operations, hiring managers, and functional stakeholders to maintain accurate workforce information.

  • Identify opportunities to improve and automate workforce tracking, reporting, and data-management processes.


Qualifications

Required Qualifications:



  • Ability to work at Maritime Plaza in Washington DC full-time, up to 5 days a week.

  • U.S. citizen with active DoD Secret security clearance and the ability to obtain and maintain a Top Secret clearance while employed with SPA.

  • 6-8 years of professional experience supporting DoD or government programs, including experience in workforce analysis.

  • Bachelor's degree in STEM or related field.

  • Exceptional written and verbal communication skills.

  • Self-motivated with strong work ethic, time management, and interpersonal skills and a ability to work in a fast-paced environment conducting analysis with uncertainties or incomplete data.


Desired Qualifications:



  • Experience in data analysis, program analysis, workforce planning, business analytics, or a related field.

  • Demonstrated ability to analyze data and communicate findings to leadership.

  • Experience developing dashboards, reports, metrics, and executive-level presentations.

  • Strong proficiency with Microsoft Excel and PowerPoint; experience with Power BI or similar visualization tools, along with e xperience with SQL, Python, or similar analytical tools.

  • Ability to manage multiple priorities and work across functional teams in a fast-paced program environment.

Salaries are commensurate with experience and qualifications, as well as market and business considerations. Washington, DC, Pay Transparency Salary range: USD $115,000.00/Yr. - USD $150,000.00/Yr.
