Job summary

Bristol Alliance of Companies, LLC seeks a Program Analyst to provide professional program execution, administrative, analytical, and coordination support for NAVFAC EURAFCENT Planning, Design, and Construction. Analyze data, track workload, support acquisition strategy development, and manage documentation across NAVFAC entities.

Typically requires a bachelor’s degree and five years of experience in program management or operational analysis, with ability to obtain an active Secret clearance

Qualifications

  • Bachelor’s degree required.
  • Minimum five years of experience in program management, project administration, or operational analysis.
  • Must hold or be able to obtain Active Secret Clearance.
  • Valid driver’s license.

Responsibilities

  • Provide program and project execution support by analyzing execution data, workload, resource needs, and schedules.
  • Assist with planning and design execution of acquisition programs and coordination across NAVFAC.
  • Support development of Acquisition Strategies and Plans of Action and Milestones (POAM).
  • Manage incoming workload and induction procedures for new work.
  • Conduct workflow and operational analysis, cost studies, and equipment utilization studies.
  • Facilitate collaboration across planners, designers, project managers, and PWD personnel.
  • Determine client work requirements based on directives and program-driven needs.
  • Prepare and maintain administrative project records and documentation.
  • Prepare consolidated reports, track group actions, and conduct follow-up for timely completion.
  • Support travel coordination requirements under NAVFAC guidelines.
  • Draft correspondence, assembling program data, and preparing documentation packages.
  • Other duties as assigned.
  • Skilled in written and verbal communication.
  • Ability to analyze engineering, program, and business data and make informed recommendations.
  • Strong analytical skills with proficiency using data tools such as Power BI.
  • Excellent organizational skills with ability to manage multiple priorities.

Job Summary


The Program Analyst provides professional program execution, administrative, analytical, and coordination support for NAVFAC EURAFCENT Planning, Design, and Construction (PDC) and Operations departments. This role supports the full project lifecycle by analyzing program data, tracking workload and resources, supporting acquisition strategy development, coordinating project documentation, and facilitating interactions across NAVFAC entities.

Essential Functions



  • Provide program and project execution support by analyzing execution data, workload, resource needs, and schedules.

  • Assist with planning and design execution of acquisition programs and coordination across NAVFAC.

  • Support development of Acquisition Strategies and Plans of Action and Milestones (POAM).

  • Manage incoming workload and induction procedures for new work.

  • Assist in developing and tracking performance metrics for project and program execution.

  • Monitor proper usage of planning, design, and construction funds.

  • Support travel coordination requirements under NAVFAC guidelines.

  • Draft correspondence, assembling program data, and preparing documentation packages.

  • Other duties as assigned.

  • Skilled in written and verbal communication.

  • Ability to analyze engineering, program, and business data and make informed recommendations.

  • Strong analytical skills with proficiency using data tools such as Power BI.

  • Excellent organizational skills with ability to manage multiple priorities.

  • Ability to work collaboratively with diverse technical and administrative teams.

  • Skilled in Microsoft Office (Word, Excel, PowerPoint, Outlook, Project) and Adobe Acrobat.

  • Ability to obtain and maintain Government credentials (CAC).

  • Ability to work independently with minimal supervision.


Required Education and Experience



  • Bachelor’s degree in business, management, finance, engineering management, or related field.

  • Minimum five years of experience supporting program management, project administration, or operational analysis.

  • Must hold or be able to obtain Active Secret Clearance.

  • Valid driver’s license.


Preferred Education and Experience



  • Experience working with NAVFAC, DoD, or similar federal programs.

  • Experience with NAVFAC financial or program systems (e.g., FIS, COGNOS, STARS-FL, eCMS, MAXIMO).

  • Experience supporting planning, design, or construction teams.
