The role focuses on independent, defensible estimates, Basis of Estimate documentation, and rigorous cost analysis to guide program decisions.

You will work with engineers, architects, project managers, and contracting staff to ensure alignment with requirements. Strong proficiency in MII/MCACES, RSMeans, PACES, and MS Office is expected.

The Cost Estimator provides independent, professional, and defensible construction cost estimating support for NAVFAC EURAFCENT’s planning, design, construction, demolition, restoration, and special projects. Responsibilities include developing conceptual, parametric, detailed, and modification estimates; conducting quantity takeoffs; performing cost analysis; evaluating contractor proposals; and preparing Independent Government Estimates (IGEs). The Estimator works closely with engineers, architects, project managers, contracting officers, and stakeholders to ensure alignment with NAVFAC requirements and project objectives.

Essential Functions

• Prepare, review, and reconcile construction cost estimates for new construction, renovation, demolition, repairs, maintenance, MILCON, and special projects.
• Conduct detailed quantity takeoffs, cost engineering analyses, and evaluate labor, equipment, material, subcontractor pricing, escalation, and contingency.
• Develop Basis of Estimate (BoE) documentation including assumptions, pricing sources, exclusions, and risk considerations.
• Analyze contractor cost proposals, support price negotiations, and determine price reasonableness for contract changes.
• Review A/E and contractor-provided estimates for scope alignment, constructability, accuracy, and compliance with NAVFAC criteria.
• Prepare parametric, conceptual, ROM, detailed, and milestone estimates using NAVFAC-approved tools including MII/MCACES, RSMeans, and PACES.
• Conduct market research using supplier quotes, contractor input, fabrication constraints, and OCONUS market conditions.
• Participate in technical reviews and workshops at 35%, 65%, and 100% design milestones.
• Coordinate with multi-disciplined technical staff to ensure accurate cost representation for all trades and scopes.
• Support contract change management through proposal review, cost analysis, negotiation preparation, and financial documentation.
• Other duties as assigned in support of NAVFAC EURAFCENT mission execution.
• Proficient in construction cost estimating, quantity surveying, and cost engineering.
• Skilled in analyzing labor, material, equipment, subcontractor, and supplier pricing.
• Proficient in MII/MCACES, RSMeans, PACES, and Microsoft Office Suite.
• Ability to recognize scope gaps, quantity discrepancies, and constructability issues.
• Strong analytical skills for developing defensible cost estimates and supporting negotiations.
• Excellent written and verbal communication skills including technical documentation and presentations.
• Ability to interpret construction drawings, specifications, studies, and technical documents.
• Strong organization and attention to detail with ability to manage multiple priorities.
• Ability to work collaboratively with diverse engineering, design, contracting, and construction teams.

Required Education and Experience

• Bachelor’s degree in construction management, architecture, engineering, quantity surveying, economics, business, or related field; equivalent work experience may supplement education.
• Minimum 5 years of professional construction cost estimating experience.
• Experience using MII/MCACES, RSMeans, and PACES estimating software.
• Hands‑on experience with facility construction methods, labor, equipment, subcontractor pricing, and sequencing.
• Ability to prepare IGEs, planning estimates, milestone estimates, ROMs, and modification estimates.
• Experience evaluating contractor proposals and supporting cost negotiations.

Preferred Education and Experience

• Certified Cost Professional (CCP – AACE), Tri-Service Cost Consultant registration, or equivalent.
• 3–5 years of experience in design, construction, or engineering disciplines.
• Experience with NAVFAC, DoD, DON cost criteria, policies, and UFC standards.
