Job summary

ENDICTUS Corp. seeks a Program Analyst III to conduct investigative research, analyze business systems, and develop detailed program strategies. You will support senior leadership, manage projects, and prepare materials for conferences and meetings in a fast-paced environment in Washington, DC.

The role requires strong analytical skills, leadership experience, and a U.S. citizenship with clearance eligibility.

Qualifications

  • Bachelor’s degree or higher in Business Administration, Computer Science, Law, or Information Technology.
  • 8+ years of experience as an analyst or similar role.
  • Experience in government or private sector environments is preferred.

Responsibilities

  • Serves as an analyst assisting the Site Lead on the effectiveness and efficiency of program delivery.
  • Develop program planning data incorporating cost; research and validate planning, scheduling and cost projections.
  • Develop detailed program strategy and background documentation when needed.
  • Provide guidance to senior leadership with experienced advice.
  • Provide project management/administrative support and coordination to the program.
  • Create and maintain analyses and reports.
  • Guides Junior Analysts on program tasks and projects.
  • Perform quality control on work products prior to submission.
  • Perform day-to-day program analyst actions and short lead suspense assignments.
  • Support data entry of program-related information into software.

Description

The Program Analyst III conducts investigative and legal research and reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Writes detailed descriptions of user needs, program functions, and steps required to develop or modify business processes and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks.

Supervisory Responsibilities
  • Provides guidance and direction to subordinates regarding program tasks and projects
Duties/Responsibilities
  • Serves as an analyst assisting the Site Lead on the effectiveness and efficiency of program delivery
  • Develop specific program planning data that incorporates cost; researching and validating planning, scheduling and cost projections provided by supporting or higher organizations; and organizing historical or trend data.
  • Develop detailed program strategy and background documentation when needed
  • Provide experienced advice and guidance to senior leadership
  • Provide project management/administrative support and coordination to the program
  • Create and maintain analyses and reports
  • Provides guidance and direction to Junior Analysts on program tasks and projects
  • Performs quality control on work products prior to submission
  • Performs day-to-day program analyst actions, including short lead suspense assignments
  • Supports data entry of program-related information into various types of software
  • Prepares PowerPoint presentations
  • Documents, organizes, and tracks the numerous tasks, reports, data requests, memos, formal letters, and other types of documentation
  • Conducts open-source and software-assisted data collection, investigation, and analysis
  • Maintains performance metrics, performs reviews, quality assurance for errors, missing or incorrect data format, timeliness, schedules, and submittals
  • Perform detailed review and preparation of open-source reports
  • Prepares materials for conferences, correspondence, appointments, meetings, telephone calls, etc.,
  • Prepares memos and letters
  • Assists with office administrative requirements such as training records, requests for building passes, calendars, and events
  • Other similar tasks assigned
Required Skills and Abilities
  • Experience in handling/safeguarding PII
  • Experience in a leadership role
  • Experience/Familiarity in handling legal research, understanding legal statutes and their applicability
  • Excellent verbal and written communication skills.
  • Proficient in Microsoft Office Suite or related software.
  • Ability to complete assignments in a timely manner following general guidelines
  • Skill of a fully qualified typist to create a variety of correspondence and technical material
  • Experience with open-source analysis, investigations, and analytical report writing
  • Experience in preparing materials needed for conferences, correspondence, appointments, meetings, and telephone calls
  • Experience in proofreading
  • Must be a U.S. Citizen
  • Must be eligible to obtain a clearance
Minimum Education and Years of Experience Requirement
  • Bachelor’s degree or higher in Business Administration, Computer Science, Law, or Information Technology required.
  • 8+ years of experience as an analyst or similar role
  • Preferred experience in both a government work environment and a private industry environment
Preferred Qualifications
  • Experience supporting a federal government privacy, data protection, compliance, records management, investigative, or information management program.
  • Open-source intelligence or OSINT research and analysis experience.
  • Experience conducting open-source investigations and preparing analytical reports.
  • Experience with data analytics, data visualization, performance measurement, dashboards, or trend analysis.
  • Proficiency with Microsoft Power Apps, Power Automate, Power BI, SharePoint, or related Microsoft Power Platform applications.
  • Experience developing or supporting automated workflows, low-code applications, case management systems, or business process management tools.
  • Experience writing and implementing standard operating procedures, process guides, job aids, workflow documentation, and internal controls.
  • Experience preparing and presenting conference materials, executive briefings, training, correspondence, and meeting materials.
  • Experience working directly with senior government officials, executives, customers, or other senior stakeholders.
  • Experience mentoring junior analysts or coordinating the work of a small team.
  • Experience in both government and private-sector work environments.
  • Current active security clearance, with eligibility to obtain a Top Secret clearance.
  • Relevant privacy, information management, project management, analytics, intelligence, or compliance certification.
