Description
SAIC is looking for a Production Analyst to support our NIWC PAC customer for the OCONUS Navy Enterprise Network. This is a HYBRID/REMOTE position and will require working at the NAVWAR Old Town Campus in San Diego, CA as required. Must be local to San Diego, CA.
Job Duties
- Compile and/or produce as required all documentation needed to submit Fleet Readiness Certification Board (FRCB) packages for further approval.
- Review proposed design, architecture, and implementation planning for NEN OCONUS installations/upgrades to ensure unique site requirements are properly validated and accommodated in the Installation Design Plan (IDP) (or equivalent drawings).
- Draft and review POA&Ms integral to the execution of production programs.
- Support production planning through analyses and reviews.
- Prepare analyses of production operations, processes and systems to include reviewing and assisting in the reduction of NEN OCONUS program risk per applicable risk management plans.
- Provide site activation planning to include the formulation and production schedule coordination of delivery plans for equipment sub-systems to support NEN OCONUS requirements.
- Prepare and submit production related reports and recommendation documentation as required.
- Propose project schedules and level of effort that are complete, realistic and in accordance with Program expenditure benchmarks.
- Coordinate production schedules and milestones for activities related to NEN OCONUS engineering projects.
- Support an integrated Program Management Office (PMO) focused on meeting day-to-day needs including in all facets required for site refresh planning, approval, technical documentation, risk management and deployment.
- Review, identify and resolve any issues or discrepancies within Production and Engineering documentation for upcoming installations.
- Liaison between stakeholders throughout the installation life cycle.
- Develop analytical performance metrics and conduct trend analysis to validate installation readiness and identify installations warranting special attention/action.
- Create and validate statements of work and cost estimates.
- Coordinate task requirements with program managers, project engineers, and logisticians to support financial and program strategy/objectives; includes reviewing/approving all procurements and required documentation, assuring proper funding utilized, and providing metrics analysis to stakeholder leadership to assure budget and program compliance.
Qualifications
REQUIREMENTS
- Bachelors and three (3) years or more relevant experience; years of experience in lieu of degree to be reviewed.
- Must be a U.S. Citizen.
- Must have an Interim Secret clearance to start.
- Must be able to obtain a Secret clearance after start
- Experience with NAVWAR Shore installation Process Handbook (SIPH) to include Fleet Readiness Certification Board (FRCB) process and submission requirements.
- Experience with the Navy Modernization Process and fielding Navy systems including use of SPIDER/Riptide and CMPro web based repositories.
- Understanding of Principal Acquisition Executive for Mission Systems / PEO Digital / NAVWAR organization structure, programs of records and mission focus.
- Experience in Navy C4I systems, experience supporting NAVWAR, and NIWC Pacific engineering programs.
Target salary range $80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
