This position is located in the Office of Finance and Accounting, Indian Health Services at Rockville, MD. A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).

Key Responsibilities

The incumbent performs a variety of complex program analysis assignments using qualitative and quantitative methods for the analysis and evaluation for Contract Support Cost program operations to determine their efficiency and effectiveness as authorized by the ISDEAA, of P.L. 93-638 as amended. Collects, manages, and analyzes Contract Dispute Act (CDA) claims data in the CDA Claims SharePoint to allow for an efficient record keeping environment within CDA Claims.

Consolidates data presented to IHS leadership and for use in annual reports. Develops, selects, adapts, and employs qualitative and quantitative assessment methods to improve complex program effectiveness. Advises managers and program officials on management or program-related policies and procedures. Reviews and evaluates established program policies and procedures to determine gaps where additional guidance is needed.

Develops internal operating procedures; resolves functional conflicts and internal problems; and recommends new approaches as necessary to support IHS operations for CDA Claims resolution within the IHS. Understands all aspects of a major health care or human services related program and develop studies that address specific problems, issues and challenges that impact on the effective and efficient delivery of program services to beneficiaries.
