Job summary

Department of Defense (DoD) - Missile Defense Agency (MDA) seeks a Program Analyst for Acquisition and Sustainment. The incumbent will be responsible for performing analyses and developing assessments to support program execution and decision-making.

The position emphasizes expertise in EVM concepts, IBR, Schedule Deep Dive, and IMS analysis to ensure program performance aligns with DoD policies and lifecycle management requirements.

Qualifications

• Specialized experience in DoD Earned Value Management (EVM) policies, processes, products, terminologies, and guidance documents to conduct studies, identify execution issues and risks, and develop assessments and position statements.
• Experience applying Integrated Baseline Review (IBR) and Schedule Deep Dive principles to ensure alignment with DoD acquisition and life cycle management policies and practices.
• Experience analyzing Integrated Master Schedules (IMS) to determine contract performance and executability, using schedule diagnostic tools for critical path analysis and schedule health assessments.

Job description

This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be responsible for serving as a Program Analyst for Acquisition and Sustainment.

You may qualify at the NH-03 Broadband Level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below and must meet 2 of the 3 specialized experience listed below to be qualified:

• Experience with utilizing analytical and evaluative methods and techniques, to include qualitative knowledge of DoD Earned Value Management (EVM) policies, processes, products, terminologies, and guidance documents to conduct comprehensive studies, identify execution issues and potential risks, and develop assessments, recommendations and position statements.
• Experience conducting comprehensive program reviews by applying Integrated Baseline Review (IBR) and Schedule Deep Dive principles, while ensuring alignment with DoD acquisition and life cycle management policies, procedures, and practices.
• Experience analyzing Integrated Master Schedules (IMS) to determine contract performance and executability, utilizing schedule diagnostic tools to conduct critical path analysis, and schedule health assessments.
