Job summary

ARES is seeking a skilled Program Analyst III to support NASA’s CPSS PP&C II contract at Johnson Space Center in Houston. The role focuses on cost estimating, scheduling, risk management, and integrated program assessment.

You will develop and maintain cost estimates (LCC, EACs, BOEs), analyze schedules, and provide recommendations to NASA management. Collaboration with NASA customers and PP&C team is essential, and on-site support at JSC Houston is required.

Qualifications

Responsibilities

• Develop and maintain fiscal-year and year-end cost estimates, Life Cycle Cost (LCC) estimates, Estimates at Completion (EACs), Cost Evaluations, Basis of Estimates (BOEs), and other program cost projections.
• Perform cost estimating and analysis to support NASA program planning, budgeting, assessments, and management decision-making.
• Maintain awareness of current cost-estimating methodologies, analytical techniques, and industry practices and provide recommendations to NASA as appropriate.
• Provide updates, status information, and maintenance inputs to Integrated Master Schedules (IMS) and other program schedules.
• Analyze schedule performance, identify and assess critical and driving paths, produce the top three critical paths, and provide actionable recommendations to NASA management.
• Develop Change Request (CR) estimates and perform cost analyses for proposed hardware changes, operational changes, and program contractor proposals.
• Evaluate contractor cost proposals and update NASA cost estimates based on proposed changes and supporting technical information.
• Support development and validation of Independent Government Estimates (IGEs) and Rough Order of Magnitude (ROM) estimates, including evaluating consistency with contractor proposals.
• Provide cost and programmatic assessments using NASA-approved formats, templates, processes, and reporting requirements.
• Utilize NASA-provided analytical models and tools to develop parametric cost estimates, risk assessments, and ad hoc program analyses.
• Integrate cost, schedule, technical, and programmatic information to identify trends, potential issues, and impacts to program objectives.
• Prepare analyses, briefings, reports, and recommendations for NASA technical and program management stakeholders.
• Collaborate with NASA customers, program/project personnel, contractors, and other PP&C team members to support integrated program planning and assessment activities.
• Bachelor’s degree in business, finance, engineering, mathematics, economics, program/project management, or a related discipline, or equivalent relevant experience.
• Minimum of five (5) years of relevant professional experience in program analysis, cost estimating, scheduling, financial analysis, program planning and control, or a related discipline.
• Strong analytical skills with the ability to evaluate cost, schedule, and program performance information and translate analyses into clear recommendations.
• Advanced proficiency with Microsoft Office, particularly Microsoft Excel, PowerPoint, and Word.
• Strong written and verbal communication skills with the ability to prepare and present technical and programmatic information to a variety of stakeholders.
• Ability to work effectively as part of an integrated team supporting multiple organizations, customers, and priorities.
• Ability to provide required onsite support at NASA Johnson Space Center in Houston, Texas.

Position Overview

ARES is seeking a skilled and detail-oriented Program Analyst III to support NASA’s Consolidated Program Support Services (CPSS) Program Planning & Control (PP&C) II contract at Johnson Space Center (JSC). As the prime contractor for CPSS PP&C II, ARES provides integrated program planning and control capabilities supporting NASA programs and projects, including cost estimating and analysis, scheduling, risk management, resource management, and integrated program assessment.

The Program Analyst III will provide cost estimating, scheduling, assessment, and program analysis support to NASA’s JSC Strategic Business Integration Office and its supported programs and projects. The position will contribute to high-visibility NASA human spaceflight efforts, including Artemis, Moon Base, and future NASA programs, providing the analyses and information NASA management needs to evaluate program performance and make informed decisions.

Job Responsibilities
