Job description

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of a wide array of concepts, principles, and practices covering all aspects of weapons range administration and procedures, range safety, and range planning, typically gained through experience working on weapons training ranges. Knowledge and understanding of concepts, principles, theories, tactics, techniques, and procedures for operations applicable to employing military aircraft on a weapons/electronic warfare training range. Knowledge of DoD, US Air Force, and US Army command directives, concepts, procedures, guidance, and policy as they relate to weapons training range operations, as well as knowledge of the installation/command mission and organization.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and understanding of concepts, principles, theories, tactics, techniques, and procedures for operations applicable to employing military aircraft on a weapons/electronic warfare training range. Knowledge of a wide array of weapons training range operations and activities, including air-to-ground munitions expenditures, Weapons Danger Zone (WDZ) creation/use, electronic warfare training planning/execution, Military Operations Area (MOA) scheduling/use, Restricted Airspace scheduling/use, Military Training Route (MTR) scheduling/use, Landing Zone (LZ)/Drop Zone (DZ) scheduling/use, Weapons Impact Scoring System (WISS) scheduling/use, and target area maintenance/build-up operations. Knowledge of the relationship of the various command entities involved in overall program planning and execution of military operations, training and evaluations related to weapons training range management. Knowledge of current military weapons systems and precision/non-precision munitions used with these weapons systems. Skills to evaluate current serviceability of range target sets. Forecasts munition use on range and impacts to current target sets. Ability to communicate effectively both in writing and orally; to prepare a variety of correspondence, reports, plans, programming documents, and briefings to negotiate contentious issues; to interact with others in a positive and professional manner, and maintain good working relations; and to work effectively independently and as a member of a team.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
