Job summary

Leidos Holdings is seeking a Program Analyst to support the FAA Weather Camera Program (WCP) under NISC. The analyst will assist program and fiscal management for WCAM and the Alaska Flight Service Facilities Maintenance, collaborating with PMs in Anchorage, with onsite duties and limited telework.

Responsibilities include tracking obligations (PRs, PAs, RAs), standardizing financial records, and aligning systems with DELPHI and PRISM.

Qualifications

  • Bachelor’s degree or 2+ years of relevant experience; Master’s degree with less than 2 years may be considered.
  • Proficient in MS Excel (pivot tables, functions, data aggregation) and PowerPoint.
  • Strong written and verbal communication skills.
  • Ability to conduct efficient, organized data gathering and analysis.
  • Works independently while maintaining a positive relationship with client and team.
  • Eligible for a Public Trust Security Clearance (U.S. citizen or permanent resident).

  • Collaborate with federal clients to identify program needs, document actions, and track milestones.
  • Support funding actions and assist program managers with implementation and communications.

Job description

Leidos is seeking a Program Analyst to support the Federal Aviation Administration (FAA) Weather Camera Program (WCP) under the National Air‑Space Implementation Support Contract (NISC). The analyst will work with the Program Manager, Program Analyst Team Lead, and other program leads to provide program and fiscal management for the FAA Weather Camera (WCAM) system network and the Alaska Flight Service Facilities Maintenance (AFSFM).

Location: Onsite in Anchorage, AK. Telework eligible for 1–2 days with manager approval.

Primary Responsibilities
  • Create, track, report and maintain project activities associated with obligating funds (e.g., PRs, PAs, RAs, reconciliation) for the WCP and AFSFM.
  • Ensure the quality, standardization, and tracking of all Purchase Requests, Project Authorizations, Credit Card transactions, and reconciliations against the program’s yearly budget.
  • Align the WCP and AFSFM financial record systems with the FAA’s primary accounting platform DELPHI and procurement system PRISM.
  • Interpret FAA capitalization requirements and recommend sound financial solutions that comply with appropriation law and FAA policies.
  • Collaborate with federal clients to identify program needs, document actions, and track milestones and timelines to support program execution and future development.
  • Support Corporate Work Plan (CWP) funding actions for WCAM and AFSFM projects.
  • Assist FAA program managers and Lead Program Analyst with implementation and execution issues, and facilitate communications between subject matter experts (SMEs).
  • Assist with ops and F&E program budget planning and formulation, budget execution tasks, financial reporting, contract funding coordination, contract invoice reconciliation, and resource and contract financial projections.
  • Perform additional responsibilities as assigned.
Required Qualifications
  • Bachelor’s degree or 2+ years of relevant experience, or Master’s degree with less than 2 years of relevant experience; additional years may be considered in lieu of a degree.
  • Proficient in MS Excel (pivot tables, functions, data aggregation) and PowerPoint.
  • Strong written and verbal communication skills.
  • Ability to conduct efficient, organized data gathering and analysis.
  • Works independently while maintaining a positive relationship with client and team.
  • Eligible for a Public Trust Security Clearance: U.S. citizen or U.S. permanent resident with continuous residence in the U.S. for the past 3 of the past 5 years.
  • Ability to work in a fast‑paced team environment.
Preferred Qualifications
  • Previous experience working for or with the FAA.
  • Strong finance/accounting knowledge, budgeting skills, especially using MS Excel.
  • Experience with contract management.
  • Organized, self‑motivated, able to work independently and one‑on‑one.
  • Strong research skills and ability to provide fact‑based recommendations.
  • Familiarity with FAA Corporate Work Plan (CWP), Primavera, PRISM, DELPHI, or REGIS beneficial.
