Job summary

Booz Allen Hamilton is seeking a Program Analyst to support Navy acquisition programs within the Warfighting Acquisition System framework. You will perform program and contract management, prepare senior briefs and correspondence, and help manage milestones and reviews.

This role requires extensive DoD/PMO experience, ability to analyze statutes and regulations, and strong collaboration across offices. Onsite Arlington, VA, with opportunities to influence major defense initiatives.

Qualifications

• 6+ years of experience in DoW, PAE, or PMO; experience preparing briefs and correspondence.
• Experience developing acquisition documents and artifacts through the lifecycle (SOW, contract mods, PRs, TARs, etc).
• Proficiency with MS Office 365 (Word, Excel, PowerPoint, Teams, SharePoint).

Program Analyst The Opportunity

As a federal acquisition management professional at Booz Allen, you will apply your knowledge and expertise in the Warfighting Acquisition System (WAS) to advance the National Defense Strategy and support client strategic goals and mission. Your work will focus on Department of War (DoW) acquisition and procurement transformation initiatives to acquire and deliver innovative and effective capabilities, solutions, and services to the warfighter. You will serve as a Program Analyst, providing direct support to a Navy client and performing day-to-day program management, contract management, and general action officer functions by supporting program-related meetings and reviews. You’ll prepare senior level briefs, general and Congressional correspondence, reports, program and acquisition documents and artifacts supporting milestones or phase decision reviews. You’ll also track and monitor data calls and request for information. This position is located in Arlington, VA. Join us. The world can’t wait.

You Have

• 6+ years of experience in the DoW, Portfolio Acquisition Executive (PAE), or Program Management Office (PMO) Experience preparing briefs, reports, various correspondence, responses to request for information such as POM PRR, Staffer Brief, Report to Congress, Congressional RFIs, DAES report, MSAR, Action Memo, and Acquisition Decision Memorandum
• Experience developing and coordinating acquisition and procurement documents and artifacts throughout the acquisition lifecycle such as contract strategy, intellectual property strategy, solicitation package, acquisition plans, PRs, J&A, D&F, SOW, CDRLs, contract mods, PRs, TIs, 7300s, TARs, and PIDs
• Experience with Microsoft Office 365 Suite applications such as Word, Excel, PowerPoint, Teams, and SharePoint
• Ability to support inputs to POM, budget exhibits, spend plan submissions, and annual TY task planning and analyze and track budget allocations, obligations, expenditures, and contract execution
• Ability to support program and technical meetings, reviews, and GAO and DoDIG audit engagements such as OIPT and WIPT meetings, PMRs, POM PRR, Contract Execution Reviews, Portfolio Capability Board Reviews, and Milestone or Phase Decision Reviews
• Ability to review and edit written materials for accuracy, completeness, and compliance with statutory and regulatory requirements and guidance
• Ability to analyze, interpret, and provide guidance on statutes, policies, and regulations such as 10 U.S.C., Authorization and Appropriations Bills, Executive Orders, DoW and DoN Instructions, FAR, DFARS, NMCARs, Class Deviations, DoW FMR, OMB Circulars, NIST, or NARA
• Bachelor’s degree

• Experience supporting a new start, UON, MDAP or equivalent, Major System, or non-ACAT program
• Experience with DoW AAF Pathways, governance processes, pathway selection or determination, and implementation of a single or use of multiple pathways or transition across acquisition pathways
• Experience with DoW and DoN authoritative system of record such as PMRT, AMS, PIEE, RDAIS, NEPS, PBIS, Advana, or Navy ERP
• Knowledge of DoW AI acquisition governance, digital, and data analytics such as GenAI, Microsoft Power Apps, and Power BI
• Knowledge of Other Transaction Authority, multiyear procurement (MYP), Advance Procurement, Economic Order Quantity authority, and Commercial Solutions Opening
• Knowledge of contract approach types, contract strategy, contracting methods, contract types, and international acquisition and exportability
• Knowledge of DoW or DoN task management and correspondence management policies, guidance, processes, systems, and tools such as CATSM or ETMS2
• Ability to pay strict attention to detail
• Possession of excellent analytical, problem-solving, and organizational skills
• Possession of excellent verbal and written communication skills

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $77,600.00 to $176,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
