Job summary

JWCH Institute, Inc in South Los Angeles is seeking a Program Administrator to oversee the Residential Treatment Program for Women and Children, ensuring daily operations meet SAPC and DMC standards. You will supervise non-clinical staff, coordinate admissions, maintain documentation, and collaborate with clinical teams to support recovery and safety.

The role requires strong leadership, reporting, and proficiency with EHRs, payroll, and licenses, plus ability to navigate county and state

Qualifications

  • Three years’ experience in substance abuse/mental health setting.
  • One to two years direct supervisory/management experience.
  • Registered or Certified SUD Counselor with CADTP or CCAPP.
  • Bilingual in English and Spanish preferred.
  • Demonstrated ability with EHR systems and Microsoft Office.

Responsibilities

  • Assist the Administrative Program Director in all administrative and operational aspects of the program.
  • Supervise non-clinical personnel including support staff, drivers, and kitchen staff.
  • Serve as a liaison between clinical staff and clients, especially regarding disciplinary matters.
  • Document non-clinical group sessions in the EHR system.
  • Orient new staff, visitors, and external guests to facility protocols and policies.
  • Support admissions and client onboarding with the Intake Coordinator.
  • Manage hiring, evaluations, staff development, promotions or salary adjustments.
  • Monitor safety, quality, and effectiveness of daily program operations.
  • Ensure licensing and certification compliance with SAPC/DMC standards.
  • Maintain adherence to state, county, and federal requirements.
  • Submit administrative reports and contract/performance reports timely.
  • Attend trainings to stay current with best practices in behavioral health leadership.
  • Conduct regular chart reviews for accuracy and compliance.
  • Collaborate with Intake and Billing to maintain census and financial targets.
  • Foster relationships with community partners and service providers.
  • Coordinate client transportation and vehicle use.
  • Maintain inventory and procurement of supplies.
  • Organize program documentation and incident reports.
  • Conduct emergency drills and maintain safety logs.
  • Coordinate staff trainings and certifications (CPR/First Aid, TB tests).
  • Act as liaison among Residential, Outpatient, Recovery Bridge Housing and Corporate Office.

Position Purpose

This role ensures the program operates in compliance with the Los Angeles County Department of Public Health – Substance Abuse Prevention and Control (SAPC) and Drug Medi-Cal (DMC) standards. The Program Administrator plays a critical role in maintaining a high standard of care while supporting JWCH Institute’s mission to improve the health and well‑being of underserved populations in Los Angeles County.

  • Assist the Administrative Program Director in all administrative and operational aspects of the program.

Requirements
  • Three years’ experience working in the field of substance abuse/mental health
  • One to two years direct supervisory and management experience
  • Registered or Certified Substance Use Disorder (SUD) Counselor. Certification must be through an agency accredited by the National Commission for Certifying Agencies (NCCA) and recognized by the California Department of Health Care Services (DHCS), such as CADTP or CCAPP. Certification must comply with all applicable requirements under Title 9, Chapter 8 of the California Code of Regulations
  • Bilingual in English and Spanish preferred
  • Ability to work in a fast-paced environment
  • Ability to handle multiple tasks while working well with a team
  • Proficient in Electronic Health Recording Systems
  • Demonstrated ability to work independently and follow through on projects
  • Demonstrated experience selecting, developing and coordinating a work team
  • Strong organizational, written, and verbal communication skills.
  • Strong computer skills (Microsoft Office Programs)
  • Valid California Driver’s License and proof of insurance
  • Reliable personal transportation
