Position Overview And Responsibilities

This is a highly technical, professional position responsible for directing the engineering review and certification of permitting and corrective action documents for Hazardous Waste Treatment, Storage, and Disposal Facilities across Florida. A Florida Professional Engineer (PE) license is required to perform the duties of this position. The incumbent serves as a recognized subject matter expert on hazardous waste management under the Resource Conservation and Recovery Act (RCRA), providing program leadership in evaluating and certifying permit applications and corrective action documents. Responsibilities include managing comprehensive reviews for construction, operation, closure, and renewal permits to ensure compliance with federal and state regulations.

• As a senior technical authority, the incumbent coordinates with District office staff, consultants, applicants, and internal program staff to resolve complex engineering issues. This includes tracking and certifying technical aspects of assessments conducted by non-PE staff and serving as project manager for particularly complex cleanup cases.
• The position leads technical discussions with applicants, engineers, and stakeholders to address design, permitting, and regulatory requirements. It also involves briefing Program and Division leadership on project status and making well-supported recommendations for agency action. The incumbent ensures timely completion of permitting milestones and prepares clear, professional correspondence for applicants, consultants, government officials, and Department staff.
• The role includes providing strategic leadership and mentorship within the Permitting and Compliance Assistance Program. The incumbent supports staff development through technical training, coaching, and oversight of engineering deliverables, promoting consistency, accuracy, and regulatory compliance across the program. Responsibilities also include assigning work, conducting quality reviews, and fostering a collaborative, growth-oriented team environment.
• The position monitors regulatory developments and advances in hazardous waste management technologies by researching literature, guidance, and industry best practices. The incumbent ensures their own continued technical proficiency and trains staff on remedial design and engineering considerations for corrective actions.
• The position is responsible for tracking U.S. Environmental Protection Agency (EPA) rulemaking and policy developments relevant to the Department’s programs and ensuring consistent implementation across all affected units. The incumbent provides technical guidance, develops procedures, and conducts staff training to support the application of new or revised regulations.
• Monitor and evaluate proposed and final EPA rulemakings, guidance documents, and policy updates relevant to the Department’s environmental programs.
• Analyze regulatory changes to assess potential impacts on state rules, policies, and permitting or compliance activities.
• Coordinate with program leadership and legal staff to develop implementation strategies for new or revised federal and state requirements.
• Draft internal guidance documents, technical memoranda, and standard operating procedures to ensure consistent interpretation and application of new rules.
• Develop and deliver training sessions, workshops, and informational materials to program staff on regulatory updates, new rule implementation, and procedural changes.
• Serve as a technical resource for staff and management regarding federal and state environmental regulations.
• Support outreach efforts and respond to inquiries from regulated entities and the public regarding new or revised rules.
• In support of statewide initiatives, the incumbent provides expert technical assistance to Division and District Solid Waste staff, local governments, and consulting engineers on hazardous waste permitting and corrective action matters. They may also review permit applications at the request of District offices, particularly those involving complex issues.
• The position represents the Department in public forums, delivering presentations and participating in seminars, workshops, and training sessions. As a subject matter expert, the incumbent promotes best practices for hazardous waste management and corrective action.
• Annual Occupational Safety and Health Administration (OSHA) training relevant to the position is required to maintain compliance with workplace safety standards.
• Performs other duties as required.

Minimum Qualifications

• At least four years of verifiable related experience in engineering, environmental science or one of the natural sciences. Post-secondary degrees from an accredited college or university with a major in engineering, environmental science or one of the natural sciences may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
• Valid Driver’s License.

Position Of Special Trust Requirement This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
