Job summary

NCYBER seeks an experienced Product Owner to lead a portfolio of software, data, and infrastructure capabilities with a focus on government missions.

You will translate mission needs into actionable priorities, drive the roadmap, and oversee cross-functional delivery teams to ensure value and contractual success.

Job description

We are seeking an experienced Product Owner to lead a portfolio of software, data, and infrastructure capabilities.

This role sits at the intersection of customer mission needs, product strategy, and technical execution. The Product Owner serves as the primary voice of the customer to our engineering teams while maintaining the vision and roadmap for multiple complementary products and capabilities. You will work directly with government customers, software and infrastructure engineers, analysts, and other product leaders to translate mission needs and contractual requirements into capabilities that deliver measurable operational value.

Candidates must have a current Top Secret security clearance.

Own the customer relationship and mission understanding
  • Serve as the primary customer liaison and voice of the customer for the assigned portfolio, developing a deep understanding of customer missions, operational challenges, priorities, and desired outcomes.
  • Represent the company in customer engagements including contract kickoffs, monthly status reviews, technical exchanges, demonstrations, and program reviews.
  • Translate customer requirements and mission needs into actionable technical priorities for software, data, and infrastructure teams.
  • Maintain alignment between contractual commitments, customer expectations, product development, and technical execution.
Set product vision and manage the portfolio roadmap
  • Establish and communicate the product vision, priorities, and roadmap for a portfolio of capabilities.
  • Balance near-term contractual deliverables with longer-term product investment and capability development.
  • Prioritize development activities based on mission impact, customer requirements, technical dependencies, and available resources.
  • Identify opportunities to evolve existing capabilities into reusable products and services that can support additional customers and missions.
Lead technical delivery
  • Provide product and program leadership to multidisciplinary teams of software engineers, infrastructure engineers, data engineers, analysts, and other technical personnel.
  • Work with technical leads to plan and execute development efforts that meet contractual requirements, schedules, and customer expectations.
  • Maintain visibility into technical progress, risks, dependencies, and delivery milestones and communicate them effectively to both customers and company leadership.
  • Define and refine requirements, acceptance criteria, priorities, and expected outcomes while allowing engineering teams appropriate ownership of technical implementation.
Develop new capabilities
  • Continuously evaluate opportunities to improve existing programs through new data collection, enrichment, processing, exploitation, and analytic capabilities.
  • Identify new data sources and technical approaches that can increase the value, coverage, timeliness, or relevance of existing capabilities.
  • Work with engineering and analytical teams to assess technical feasibility and prioritize promising capability investments.
  • Use lessons learned from operational programs to inform future product development and customer opportunities.
Develop mission use cases and analytical vignettes
  • Work with customers, analysts, and engineers to develop and refine analytical vignettes and operational use cases demonstrating how capabilities can address real-world mission problems.
  • Identify opportunities to combine organically collected data with external, customer-provided, commercial, or other available datasets to create higher-value analytical outputs.
  • Translate broad mission questions into repeatable data collection, processing, fusion, and analysis workflows.
  • Help define what successful mission outcomes look like and ensure product development remains focused on delivering those outcomes.
  • Experience with technical data collection, intelligence analysis, data exploitation, publicly/commercially available information, alternative data sources, or related mission areas.
  • Experience developing data-driven analytical workflows or intelligence use cases.
  • Familiarity with cloud and hybrid infrastructure, APIs, data pipelines, databases, distributed systems, and modern software architectures.
  • Experience integrating multiple data sources to support analytical or operational workflows.
  • Experience supporting government contracting activities including statements of work, deliverables, program reviews, proposals, and technical demonstrations.
  • Experience transitioning prototype or R&D capabilities into operationally sustainable products.
  • Familiarity with Agile development practices and tools used to manage software requirements and development backlogs.
  • Experience working across multiple programs or products simultaneously.
Education & Experience
  • Bachelor's degree in Computer Science, Engineering, Data Science, Intelligence Studies, Information Systems, or a related technical or mission discipline; equivalent relevant experience may be considered.
  • Typically 7+ years of relevant professional experience, including experience in product management, technical program management, engineering leadership, intelligence/mission systems, or a related field.
  • Prior experience supporting government or national-security customers strongly preferred.
Success in the Role

A successful Product Owner will do more than ensure contractual requirements are delivered. You will understand the customer's mission well enough to anticipate what they may need next, understand our technology well enough to recognize what is possible, and connect the two.

Compensation

We believe in paying fairly and competitively based on the value each team member brings to the role. Individual compensation is determined by factors such as skills, experience, education, certifications, location, and market data. The anticipated salary range for this position is $125,000 - 175,000 annually.
