Job summary

NCDOT DMV is seeking a Junior Product Manager to help lead discovery, delivery, and continuous improvement of digital services that serve North Carolina's customers. You will partner with cross-functional teams to balance user needs, policy requirements, and technical feasibility while guiding products from concept to launch.

This role requires onsite presence at Rocky Mount three days per week, with some travel to explain business processes and coordinate with stakeholders.

Description

NCDOT DMV is seeking Product Managers to help lead discovery, delivery, and continuous improvement of digital products that improve customer experience, modernize operations, and increase service efficiency across the DMV.

The candidate will need to come on-site on the first day to collect equipment

This position requires 3 days onsite per week at DMV Rocky Mount with limited travel to office locations as needed to assess business processes.

Required Skills & Experience

• Experience leading the development, launch, modernization, or continuous improvement of digital products, software platforms, or customer-facing technology services.
• Demonstrated experience working across the full product lifecycle, including discovery, prioritization, delivery, launch, measurement, and continuous improvement.
• Experience working closely with software development teams, designers, vendors, and engineers in Agile or iterative delivery environments.
• Strong ability to balance user needs, operational constraints, business objectives, policy requirements, and technical considerations when making product decisions.
• Experience conducting user research, usability testing, customer interviews, service design activities, or other customer-centered product discovery practices.
• Familiarity with accessibility, customer experience, service design, or digital transformation initiatives.
• Preferred experience working in government, transportation, financial services, healthcare, or other policy- or regulation-constrained environments.

Education

• Product management, Agile, Scrum, service design, UX research, or customer experience certifications are a plus but not required.
