Overview

The Department of Economic Development is seeking a candidate for the Vermont APEX Accelerator Program. This position assists Vermont businesses in preparing for and pursuing government contracting opportunities by supporting registrations, certifications, market research, and procurement readiness activities. The role provides guidance on government contracting systems and processes, supports training and outreach efforts, and develops foundational knowledge of procurement regulations and compliance requirements through ongoing professional development and industry training.

You will also:

  • Assist businesses with government contracting registrations, certifications, and procurement opportunities.
  • Conduct market research and support bid-matching and client profile development.
  • Provide guidance on procurement systems, compliance requirements, and online contracting platforms.
  • Support training sessions, workshops, and presentations on government contracting topics.
  • Develop knowledge of contracting procedures, regulations, and technical requirements through ongoing training and certification development.
  • Utilize office technology and virtual communication tools to support client services and remote work activities.
  • Perform related duties as assigned.

Work is primarily performed in a standard office setting, with statewide travel. Occasional domestic travel on evenings and weekends may be necessary for training and outreach. Project deadlines may be urgent and subject to change.

Minimum Qualifications

Bachelor's degree or higher AND six (6) months or more of experience in a government procurement role where the procurement process is the primary job responsibility.

OR

Associate's degree AND two (2) years or more of experience in a government procurement role where the procurement process is the primary job responsibility.

OR

High School diploma or equivalent AND four (4) years or more of experience in a government procurement role where the procurement process is the primary job responsibility.

Preferred Qualifications

Candidates with experience in in business counseling, client advisory, or business development; familiarity with Small Business Administration (SBA) programs, proposal development, and federal cybersecurity requirements; experience with SAM.gov or similar systems; experience supporting training; and skills in market research, industrial classification systems (e.g., NAICS, PSC codes), and managing multiple client priorities.

Small Business Administration (SBA), experience preparing or reviewing government contract proposals, knowledge of federal cybersecurity requirements and compliance standards, experience developing and delivering training or educational presentations, and strong project management or organizational skills with the ability to manage multiple client priorities simultaneously. Experience using government electronic procurement systems, such as SAM.gov or other e-procurement platforms, and advanced skills in business research, market analysis, or industrial classification systems (e.g., NAICS, PSC codes) are also highly desirable.

Special Requirements

The ability to obtain certification from the National Association of APEX Accelerators (NAPEX) within a reasonable timeframe after hire is required.
