Job summary

Yavapai County is seeking a procurement professional to provide administrative and managerial support to the centralized procurement department. Under general supervision, you will supervise staff, develop solicitation documents, review purchases, and coordinate with county departments and outside agencies.

The ideal candidate has a Bachelor's degree in business administration, 5+ years of procurement experience with 2 in a supervisory role, and a valid Arizona driver’s license.

Qualifications

  • Bachelor's degree in business administration or related field; degree may be substituted with related experience and procurement certification.
  • Minimum five years of procurement experience with at least two years in a supervisory role.
  • Equivalent combination of directly related work experience and education may substitute for degree.

Responsibilities

  • Develop solicitation documents including specifications, scope of work, evaluation criteria and pricing.
  • Solicit and analyze bids and proposals; facilitate evaluation committee reviews; recommend contract awards.
  • Review and approve purchase orders and changes; manage year-end rollovers of POs.
  • Coordinate with county departments and outside agencies on standardization and services.
  • Train, supervise, and evaluate staff; ensure timely completion of duties.

Job description

Under general supervision, performs work of considerable difficulty providing administrative and managerial support to the department with technical processes related to centralized procurement.

NIGP-CPP certification or similar procurement certification preferred.

  • Supervises and participates in development of solicitation documents including specifications, scope of work, evaluation criteria and pricing; solicits and analyzes bids and proposals; facilitates evaluation committee reviews, recommends award of contracts.
  • Reviews, executes, and approves purchase orders, purchase order change orders and year-end rollovers of purchase orders.
  • Research opportunities to leverage spend through analysis of County procurement activities and coordination with local public organizations through the development of cooperative procurements.
  • Confers with department representatives to determine purchasing needs, specifications and areas of standardization; coordinate services with other county departments and divisions and with outside agencies; interpret policies and procedures related to purchasing.
  • Responds to questions and requests for information from staff, Board of Supervisors, suppliers, and the general public. Collaborates with internal and external representatives to resolve issues.
  • Supervises staff, plans, prioritizes and assigns tasks and projects. Trains staff, monitors work, evaluates performance and reviews quality and timely completion of assigned duties and responsibilities.
  • Performs other job-related duties as assigned.
Education:

Bachelor's Degree in business administration or a related field.

Experience:

A minimum of five (5) years of procurement experience with 2 years in a supervisory capacity.

An equivalent combination of directly related work experience and education as well as a professional procurement certification may substitute for the degree requirement on a year-per-year basis.

Additional Requirements:

Must possess a valid Arizona driver's license.

  • Ensure that needed processing from the financial software is accurate, including all reporting needed to operate the Finance department most efficiently and to provide management information to appropriate County officials.

  • Keep management informed of key operating issues affecting the department.
  • Remain current in knowledge required to perform assigned duties.
  • Handle confidential matters and maintain discretion always.
  • Work professionally and effectively with co-workers, clients, victims of crime, witnesses, and the general public.
  • Act with courtesy, tact, and diplomacy.
Work Environment:

The work environment is associated with an office. The work area is adequately lighted, heated or cooled and ventilated.

Physical Requirements:

Ability to sit or stand for extended periods of time. Sufficient vision to read printed materials and a computer screen; hearing and speech ability to communicate effective in-person and telephonically. Capable of frequent repetitive movement of arms, fingers, and wrists. Ability to lift up to 30 pounds.
