Job summary

BIC Recruiting's client in Houston, TX seeks a Procurement Supervisor to manage procurement of goods and services to support production schedules and cost goals.

Responsibilities include issuing POs, managing large purchases, coordinating with engineering, suppliers, and internal teams, building supplier registry, and supervising staff with BC responsibilities.

Qualifications

• High school diploma or equivalent is required.
• Construction experience and bulk equipment purchasing.
• Five years procurement experience and ten years supervisory experience.
• Understanding of ASME industry codes and standards.
• Computer literacy.

Responsibilities

• Issuance of all purchase orders and BPA releases for bulk materials and services.
• POs over 270k; liaise with vendors for POC completion.
• Material take-offs, bidding and order placement for bulk materials.
• Purchase engineered equipment and instrumentation per RFQ from engineering.
• Route quotations to engineering for approval to purchase.
• Communicate supplier issues arising in shop.
• Define material requirements per project specs (review drawings).
• Assist proposal group with material pricing and availability.
• Assist with exceptions/clarifications and specification summaries during estimates.
• Support Design/Process/Mech eng in specifying materials with costs and availability.
• Assist with design verification drawings for construction with quality eng.
• Recruitment, development, training and management of departmental staff.
• Train new buyers with BC responsibilities.
• Support Site operations and other BUs on procurement.
• Create annual report of rented/leased equipment.
• Maintain supplier registry - SharePoint.

LOCATION:

Houston, TX

SUMMARY:

Manage the procurement of goods and services to support production schedules and cost goals for project and overhead items.

DUTIES OR RESPONSIBILITIES:

• Issuance of all purchase orders and blanket purchase orders ( BPA )releases for bulk materials, transportation , shop services, sub-supplier services etc.
• PO's over 270k. contact vendor and get (POC) completion percentage (for accounting forecasting)
• Material take offs, bidding and order placement for all bulk material.
• Purchase Engineered equipment and instrumentation. (Based on the RFQ package from engineering)
• Routing quotations to the correct engineering discipline for approval to purchase engineered equipment, instrumentation and subcontract services.
• Communicate issues to the suppliers when issues with materials arise in the shop.
• Define material requirements and documentation requirements in accordance with project specifications. (currently done by Engineering. This shows up on the drawings that this role will review)
• Assist proposal group during bid phase on material pricing and availability when requested (mostly when information is not in the estimating database
• Participation of exceptions/clarifications and specification summary during the estimate phase of projects.
• Assist Design, Process and Mechanical engineering in specifying materials in association with costs and availability.
• Design verification of drawings before issued for construction. (along with quality, engineering and manufacturing)
• Departmental staff recruitment, development, training and management

• Assist with any issues as needed
• Support other BUs on Procurement activities.
• Assist FTC as needed to submit orders and create POs
• Support Site operations
• Write PO's for all Facilities needs, per Facilities Manager
• Create annual report of Rented or Leased equipment (for Treasurer)
• Maintain supplier registry - Sharepoint

EXPERIENCE AND QUALIFICATIONS:

• High school diploma or equivalent required
• Construction experience. (buying bulk equipment)
• Supply management experience.
• Minimum experience - a) five years of procurement experience and ten years supervisory experience
• Understanding of ASME industry codes and standards.
• Computer software literacy.
