Job description

The Wisconsin School Nutrition Purchasing Cooperative (WiSNP Co-op), a consortium of 63 school districts cooperatively procuring food, supplies, and services for their Child Nutrition Programs, is requesting proposals for a fixed-price contract for a Procurement Specialist.

The Procurement Specialist is pivotal in establishing and managing procurement contracts that support the needs of WiSNP Co-op’s Member Districts. The Specialist will execute end-to-end procurement processes, ensuring compliance with all applicable federal, state, and local procurement guidelines. This position will work closely with school district food service directors, suppliers, and cooperative leadership to ensure efficient and cost-effective procurement of quality goods and services. This is a year-round, remote position with occasional in-person meetings.

Key Responsibilities:

  • Procurement & Contract Management: Conduct RFPs, IFBs, RFQs, RFIs, and negotiations; manage contracts and renewals; maintain vendor database; evaluate bids; enforce contract terms; develop processes and timelines; maintain and organize all required documentation.
  • Compliance & Policy: Interpret and apply procurement guidelines; ensure regulatory compliance (USDA, federal, state, local); maintain knowledge of audit processes; educate member districts on awarded contract terms.
  • Member & Vendor Relations: Provide procurement expertise; educate districts; build vendor relationships; resolve issues.
  • Analysis & Reporting: Research programs; conduct cost comparisons; prepare reports; analyze trends.
  • Quality & Standards: Improve nutrition program standards; research and develop specifications; ensure product quality; manage new item processes.
  • Internal Operations: Contribute to efficient workflows; represent all district interests; participate in meetings.
