Primary Purpose Of Position
Do you love turning complex purchasing needs into streamlined, cost-effective solutions? Join our team as a Procurement Specialist II and play a vital role in supporting the Division of Parks and Recreation and the Department of Natural and Cultural Resources. In this role, you’ll ensure compliance with state and departmental procurement standards, help centralize purchasing efforts, and review requisitions to determine the best acquisition methods. You'll also lead sourcing initiatives, collaborate with State Procurement, and drive process improvements to support fiscal responsibility. Key Responsibilities Included But Are Not Limited To
- Ensures that procurement and finance standards are followed in the processing of purchase requests and contracts by following DNCR and State of NC regulations, guidelines and procedures.
- Assist with sourcing and centralizing purchasing for the Division of Parks and Recreation.
- Reviews, and approves purchase requisitions for the Parks and Recreation Division and the Department of Natural and Cultural Resources.
- Review authorized requisitions, determine appropriate acquisition procedure (quote, bid, forward to State Purchase and Contract or IT Procurement) based on nature of requisitioned item and dollar amounts and coordination of the issuance of purchase orders and coordinate execution of purchase agreements with the Department.
- Contributes to the Department and Division’s established goals for cost reduction and process improvements, leads the execution of the strategic sourcing methodology for requisitions above the formal bid threshold, collaborates with State Procurement and end-users as required/ appropriate.
- Trains new employees on procurement processes, policies and procedures.
- Tracks encumbrances to ensure that the Division is not overcommitted in the current or future fiscal year.
Position/Physical Requirements:
- Typical work schedule Monday thru Friday 8:00 am -5:00 pm.
- Must be able to obtain a Notary Public certification.
Knowledge, Skills And Abilities / Competencies

- Experience implementing financial controls, such as auditing and/or financial reporting
- Demonstrated experience managing budgets
- Demonstrated experience with procurement and purchasing procedures and/or regulations
Management Preference
- Experience with North Carolina Finance System for budget reports and the OSC Chart of Accounts
- Experience with DNCR Operating Procedures Manual, Contract procedures and policies
- Experience with E-Procurement
Minimum Education And Experience Requirements

Bachelor's degree from an appropriately accredited institution
AND
two years of procurement experience;

Veteran’s and National Guard Preference
