For opportunities in your area, check out our Careers page at www.1soi.com/careers.Position OverviewThe Procurement Specialist II provides acquisition and procurement support to the Army Medical Logistics Command (AMLC) Force Projection Directorate (FPD) in support of global medical readiness and force projection operations. The incumbent serves as a key contributor in the planning, analysis, coordination, and execution of procurement activities supporting Army Prepositioned Stocks (APS), Unit Deployment Packages (UDP), Medical Materiel Readiness Program (MMRP), Foreign Military Sales (FMS), and Medical Logistics Support Team (MLST) missions.The position supports the acquisition lifecycle by analyzing customer requirements, identifying procurement solutions, conducting market research, and developing reports that enhance purchasing efficiency, compliance, and mission readiness.Key QualificationsEssential Duties and ResponsibilitiesAcquisition and Procurement SupportCollect, analyze, and validate customer requirements to support procurement and acquisition planning activities.Assist Government personnel in identifying procurement strategies that meet mission requirements while complying with applicable federal regulations and policies.Conduct market research and analyze procurement data to identify potential sources of supply, commercial solutions, and strategic sourcing opportunities.Support procurement actions related to medical materiel, medical equipment, supplies, and mission-essential services.Analysis and ReportingDevelop, maintain, and enhance acquisition reports, procurement dashboards, and analytical products used to support management decision-making.Analyze procurement trends, spending patterns, delivery performance, and sourcing strategies to identify opportunities for improvement.Research and troubleshoot acquisition-related issues and provide recommendations for corrective actions.Compile and present procurement metrics, findings, and recommendations to AMLC leadership and stakeholders.Mission Support OperationsSupport procurement activities associated with worldwide force projection, readiness, sustainment, contingency, and deployment operations.Coordinate with logistics, supply, contracting, and program management personnel to ensure timely acquisition support.Participate in planning meetings, requirement reviews, and procurement coordination efforts supporting FPD missions.Assist in developing documentation supporting procurement requirements, acquisition packages, and contract actions.Process Improvement and ComplianceAssist in developing and updating procurement procedures, manuals, standard operating procedures (SOPs), and process improvement initiatives.Ensure procurement activities comply with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Department of Defense (DoD), and Army acquisition policies.Support internal controls, audits, and procurement reviews to ensure accountability and regulatory compliance.Recommend process enhancements that improve acquisition efficiency, transparency, and customer support.Minimum QualificationsBachelor's degree in Business Administration, Supply Chain Management, Logistics, Acquisition Management, Contract Management, or a related field; equivalent military or professional experience may be substituted.Minimum of four (4) years of experience supporting procurement, acquisition, contracting, logistics, or supply chain operations.Working knowledge of federal procurement principles and acquisition processes.Experience conducting research, analyzing data, and preparing reports.Proficiency in Microsoft Office applications, including Excel, Word, and PowerPoint.Strong analytical, organizational, and communication skills.Knowledge, Skills, and AbilitiesKnowledge of procurement and acquisition practices supporting government operations.Ability to collect, interpret, and analyze procurement data for decision-making purposes.Ability to identify acquisition risks and recommend appropriate mitigation strategies.Strong attention to detail and ability to manage multiple priorities simultaneously.Ability to communicate effectively with Government personnel, vendors, and stakeholders at multiple organizational levels.Ability to work independently while supporting team-based mission requirements.Preferred QualificationsExperience supporting Army Medical Logistics Command (AMLC), U.S. Army Medical Materiel Agency (USAMMA), Defense Health Agency (DHA), or Department of Defense logistics organizations.Familiarity with medical materiel procurement, supply chain operations, and readiness support programs.Experience supporting APS, UDP, MMRP, FMS, or deployed medical logistics operations.Knowledge of FAR, DFARS, and Army acquisition regulations.Security RequirementThe individual selected for this position must possess or obtain a completed National Agency Check with Law and Credit (NACLC) / Tier 3 (T3) background investigation containing no unfavorable information.
