Summary

The Procurement Specialist II manages and executes operational procurement activities in support of the buying requirements of category or Business Unit. Identifies procurement efficiencies and executes supply chain category strategies, targets and schedules in order to achieve goals and objectives for cost management, inventory management, supplier management including supplier diversity and process improvement. Manages Business Unit partnerships to deliver excellent customer service. Analyzes costs, negotiates legal contracts and identifies strategies and solutions to help Business Unit partners to better manage costs with supplier engagements and vendor services. Executes Procure-to-Pay (P2P) process in an efficient and cost-effective manner while supporting continuous process improvement and customer satisfaction.

Minimum Requirements
  • A four-year Bachelor's Degree in Business, Supply Chain or other job-related discipline from an accredited college or university AND three (3) years of procurement experience in materials or services positions.
  • In lieu of Bachelor's Degree, seven (7) years of procurement experience in materials or services positions required.
Preferred Skills and Qualifications
  • Exposure to strategic supply chain management.
  • Experience using Material Requirements Planning (MRP) systems.
  • Exceptional analytical, verbal and written communication, negotiation and interpersonal skills.
  • Proficiency in using analytical software tools such as Microsoft Excel and Access.
Nuclear Requirements

Any PVNGS employee may be called upon to serve as a member of the Emergency Response Organization (ERO) and will be expected to fulfill their obligation as an ERO member. They may also be called upon to support refueling or short-notice outages, including line roles and responsibilities necessary for outage activities. These are conditions of employment at PVNGS.

Major Accountabilities
  • Serves as primary contact with Business Unit partners and suppliers/contractors/subcontractors to ensure a continuous flow of quality materials/services/labor to meet or exceed service levels at the lowest total cost.
  • Executes P2P process for goods and services in an efficient and cost-effective manner to maximize value.
  • Coordinates supply chain processes to achieve expected results.
  • Monitors and measures performance, evaluates effectiveness, and communicates results.
  • Executes RFx process utilizing technology and other resources to source innovative suppliers and ensure proactive response.
  • Leads evaluation, negotiation, and contracting of long-term contracts with autonomous decision-making up to $10M in spend.
  • Manages stakeholders to influence key aspects of projects, budgets, and orders.
  • Acts as procurement value-added partner to Business Unit management.
  • Develops, plans, and leads negotiations with suppliers, including pricing and contract terms for medium/high complex contracts.
  • Builds strong relationships with suppliers, managing invoices, change orders, and negotiations.
  • Develops market and data-driven negotiation plans for enterprise contracts.
  • Leads as a Supplier Relationship Management (SRM) champion for key suppliers.
  • Owns tracking of shipments, develops inventory strategies, and manages stock planning parameters.
  • Utilizes MRP systems, collaborates with inventory management to resolve discrepancies, and identifies procurement efficiencies.
  • Drives development of Total Cost of Ownership models and employs standard cost modelling.
  • Gathers data, identifies issues, and develops courses of action.
  • Develops and manages contracts with performance expectations and resolves issues.
  • Reads and understands statements of work (SOW) to ensure compliance.
  • Exercises independent judgment in vendor research and selection.

Hybrid Role
