Job summary

Job description: Procurement Specialist

Constellation seeks a Procurement Specialist to join our Acquisition Management Division in Washington, DC, delivering acquisition strategy, supporting requirements development, and assisting in Market Research activities. The Procurement Specialist, working independently or as part of a contractor team, will evaluate and solve the agency’s business challenges. Support will be delivered in response to taskings required for pre-award Supplies and Services contracts, task orders, Interagency Agreements Assisted Acquisitions, and Interagency Reimbursable Work Authorizations. The Procurement Specialist will utilize various communication strategies to prepare reports summarize findings and present analysis to clients. This includes assisting program offices with the detailed preparation of pre-award documents and the resolution of post-award issues, training CBP personnel on acquisition related topics (such as acquisition planning, SOWs, technical proposal evaluations, inter-agency agreements, and market research techniques).

Procurement Specialist will:
  • Deliver assistance in support of all Pre and Post award activities required in the assembly of fully compliant Procurement Requirements (PR) package.
  • Develop Statements of Objectives (SOO), Statements of Work (SOW), Performance Work Statements (PWS) and Quality Assurance Surveillance Plans (QASP).
  • Demonstrate high proficiency in writing clear and concise documents that demonstrate an understanding of the subject and purpose of memorandums, reports, and justifications submitted for review and acceptance.
  • Demonstrate Knowledge of Federal and agency laws, regulations, and procedures applicable to the acquisition process and to the award and administration of contracts.
  • Assist with the award and administration of contracts/task orders in accordance with terms and conditions of applicable laws, regulations and procedures.
  • Assist in the performance of cost/price analyses of simple and complex contractor proposals.
  • Demonstrate Knowledge of and experience with various contract types, to include but not limited to, Indefinite Delivery Indefinite Quantity contracts, Cost Reimbursement Contracts, and Fixed-Price contracts; Knowledge of the Source Selection process.
  • Assist the Contracting Officer in developing acquisition strategies.
  • Demonstrate Knowledge of processes for negotiated procurements, to include, but not limited to development of negotiation positions.
  • Demonstrate Knowledge of contract administration principles and the practices to monitor contractor performance, including processing of contractors-invoices to ensure that they are forwarded to the paying office in a timely manner.
  • Demonstrate Ability to assist with the closeout of contract/task orders in accordance with regulation and ensure proper disposition of file.
  • Assist in Market Research Activities (MRR) as defined in the federal acquisition regulation (FAR) and the Research Guidebook.
  • Assist with various special projects (for example, responding to calls for process changes, reviewing reports, support contract reviews, preparing a draft SOW templates).
  • Identify Strategic Sourcing Vehicles (SSV) and work collaboratively with internal stakeholders such as Contracting Officers, Contract Specialists, Procurement Policy Analysts, Program Mangers, and CBP Operations Agents.
  • Support strategy sessions and written development and maintenance of the Acquisition Plan.
  • Support the CBP Program Office through independent research of historical knowledge and current trends of the marketplace with the ability to share and discuss findings with senior leadership.
The ideal candidate must have the following experience, background, and credentials:
  • Minimum of 10 years’ experience delivering acquisition strategy, supporting requirements development, and assisting in Market Research activities, end to end procurement processes.
  • Minimum three to five years’ presenting findings and interacting with senior level executives of a government and facilitating training sessions on acquisition topics.
  • Strong interpersonal skills and ability to work with and for our client understanding their needs and work in a face paced dynamic environment.
  • Be a U.S. citizen able to pass a background investigation by the client agency.
