Job summary

Barlovento-LLC in the United States seeks a Procurement Specialist to solicit items and services for construction projects from qualified suppliers, maximizing value through competitive sourcing.

You will interface with the in-house estimating and proposal staff, maintain a database of subcontractors and vendors, support bids, and build strong relationships with subcontractors and suppliers to ensure on-time deliveries and compliant documentation.

Job description

The Procurement Specialist ensures that the items and services to build and maintain construction projects are solicited from qualified suppliers and vendors. An important aspect of this role is seeking maximum value for the company through competitive sourcing while working with technologically advanced products. The PS will interface with the in-house estimating and proposal staff, as well as suppliers of materials, equipment, and services required in the procurement process. This position is frequently the main communication link between estimators and supplier/subcontractor. Entry level technician position. Amount of supervision received diminishes as experience and knowledge increases. Position is an office setting within the corporate office alongside other departments.

Typical Duties

• Create and maintain company database of subcontractors and vendors.
• Follow proper sourcing processes and controls for all procurement potential opportunities.
• Ensure all solicitations and project documentation are loaded into procurement database.
• Ensure adequate subcontractor coverage for all project bids in all disciplines.
• Build, foster, and maintain key business relationships with subcontractors/vendors.
• Communicate frequently and professionally with project estimators and assist in providing information for projects.
• Be the category lead for sourcing, working closely with the Estimating team.
• Perform supplier research and identification.
• Participate in initiatives aimed at improving productivity and efficiency of the team to support company and project growth.
• Offer creative solutions to support sourcing projects and achieve desired results.
• Be persistent and diligent in soliciting subcontractor/supplier participation.
• At times serve as support to Proposals to identify and network with qualified small-business subcontractors, obtain bids, and solicit past-performance.
• Perform additional assignments and duties as deemed necessary.

Skills, Knowledge, Qualifications, and Experience

Educational and experience requirements include:

• Construction background.
• The ability to read analyze, and interpret blueprints, technical procedures, and project specification.
• Experience with SMARTBids, ShareFile, and in the federal marketplace.
• An understanding of the FAR or an understanding of meeting federal project requirements.
• Experience working with managing a wide range of equipment, engineering, and construction suppliers, such as industrial and commercial building construction (Concrete, roofing, etc..).
• Great customer service and problem-solving skills. Strong multi-tasking and organizational skills.
• Computer literate in Word and Excel. Good written and oral communication skills.
• Ability to establish and maintain professional relationships with subcontractors, clients, and co-workers.
• Must be adept at monitoring local and regional supply market trends and conditions.
• Must be a self-starter with the ability to work effectively with minimal supervision and in a team setting.
• Personable, and able to work easily with others at all levels.
• Ability to meet deadlines with or without much prior notice as bids can be pushed up or pushed back.
