Zusammenfassung

The Governor's Office of Information Technology (OIT) in Colorado seeks a Procurement Service Designer & Automation Lead to map, redesign, and automate procurement workflows using plain language and lightweight standards.

You will work with legal, DPA, and agencies to retire unnecessary steps, build AI-assisted tools, and train staff while ensuring security, privacy, and responsible AI use.

Qualifikationen

  • Minimum five (5) years of experience in IT procurement, asset management, software licensing, technology sourcing, or vendor management.
  • Demonstrated service design, process improvement or operations design experience, with examples of processes you simplified.
  • Hands-on experience automating work, with scripts, low-code tools or AI-assisted development, and a portfolio of things you built that people actually use.
  • Skill in user research methods such as interviews, observation, journey mapping and usability testing.
  • Ability to turn messy, manual, multi-system processes into clear flows and working solutions.
  • Clear writing and facilitation, and the ability to win over colleagues who are used to doing it the old way.
  • Good judgment about data security, privacy and responsible AI use.

Aufgaben

  • Map and measure the service. Build and maintain service blueprints from the agency's and the buyer's point of view, and track where time is lost, where information degrades and where handoffs fail.
  • Run a requirements audit. With legal, the Department of Personnel and Administration (DPA) and the team, separate what is required by statute or rule from preference and tradition, and retire steps that add no protection.
  • Design the service. Redesign intake, status communication, scoping guidance and escalation and rush triage, using plain language, clear role definitions and lightweight standards that replace personal workarounds.
  • Build internal tools. Use AI-assisted development and low-code tools to automate repetitive work, for example request classification and routing, queue alerts, status notifications, drafting from templates, and search across agreements and vehicles.
  • Ship small and learn. Release working tools in days or weeks, gather feedback from the people using them, and iterate. Retire what doesn't help.
  • Make tools safe to rely on. Apply sound practices for security, data handling, accessibility and review of AI output, and work with OIT engineering on tools that need to scale or integrate with enterprise systems.
  • Bring people with you. Train and coach colleagues on new tools and ways of working, document what you build, and make sure no tool depends on you alone.
  • Shape the roadmap. Help define the team's improvement backlog and success measures, and show the evidence for what works.

Jobbeschreibung

Together, we innovate for a stronger Colorado

The work of employees at the Governor's Office of Information Technology (OIT) is challenging and diverse because the needs of agencies, customers and Coloradans constantly evolve. But our focus never changes: improve the lives of all Coloradans through innovation and collaboration. We're building one of the nation's leading government IT organizations by reimagining how we support agencies, building first-of-their-kind applications, and creating an inclusive, collaborative culture, together. Join us in the important work of providing equitable access to services.

Watch this video to learn more about how we're Serving People. Serving Colorado.

IMPORTANT NOTE: Please review your application to ensure completion. For the most equitable applicant experience, OIT’s hiring team considers only the contents of your application to review your qualifications. Please do not include any attachments (such as resume or cover letter) with your application as these items are not used by OIT’s hiring team.

About the role

Procurement staff currently re-key data between systems, classify requests by hand, check queues for new work, search repositories one at a time and write status letters that repeat emails. Agencies can't see where their request is. As our new Procurement Service Designer & Automation Lead you will map this work end to end, find what can be removed, simplified or automated, and then build or configure the fix yourself, often with AI, and put it in people's hands quickly.

You are a designer and a builder. You treat procurement staff and agency requesters as your users, test changes with them, and measure whether the work actually got easier.

What you will do
  • Map and measure the service.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.

This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:

Minimum Qualifications

A minimum of five (5) years of experience in IT procurement, asset management, software licensing, technology sourcing, or vendor management. Skill in user research methods such as interviews, observation, journey mapping and usability testing. Ability to turn messy, manual, multi-system processes into clear flows and working solutions. Clear writing and facilitation, and the ability to win over colleagues who are used to doing it the old way. Good judgment about data security, privacy and responsible AI use.

Substitutions: Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications. Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications. If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.

Preferred Qualifications

Experience in government, procurement, contracting, finance or another compliance-heavy setting. Familiarity with workflow and case management tools such as ServiceNow, and with integrating tools through APIs. Experience working in product or agile teams. Conditions of Employment

OIT employees must comply with any screening procedures in place at state agency locations where they might perform work. A pre-employment background check will be conducted as part of the selection process. Post-employment background checks will be required for specific agencies as business needs dictate, which may include a polygraph exam, fingerprint-based criminal history search, reference checks, and a drug test. This position may require travel within the specified geographic area, and to locations across the state as needed. If this posting indicates “remote from anywhere in CO” in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado. While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position.
