Introduction
The Maryland Department of General Services (DGS) supports State and local government agencies, as well as local non-profit organizations and the citizens of Maryland, by providing facilities management, real estate and surplus property services, as well as security and law enforcement for State buildings. LOCATION OF POSITION
Positions are available within the Office of State Procurement for the Maryland Department of General Services, located in Baltimore City. The successful applicants will be placed in either the Goods & Services, Construction/A&E, or the IT/Services units of the Office of State Procurement.
POSITION DUTIES
This position is responsible for soliciting, evaluating and awarding Statewide contracts according to State procurement laws, procedures and regulations, as well as maintaining contracts by assuring compliance with terms and conditions. Utilizes procurement expertise and skills by editing solicitations, contract specifications and other related contract documentation as needed, scheduling and conducting pre-bid meetings, determining recommendation of awards to the Board of Public Works and the Departmental Procurement Review Board, preparing of approval documentation, handling contract disputes, correspondence, file maintenance, bidders list maintenance and other related administrative duties. This position also verifies bidder references, communicates with contractors and agencies regarding information. Duties for this position include but are not limited to:
MINIMUM QUALIFICATIONS
Experience: Six years of experience, two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience. ** See substitution #1 below if you have a Bachelor’s degree. DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications. Experience in private or public sector contract administration, purchasing and vendor management. Experience soliciting and managing contracts for various categories of goods and services. One (1) year of experience using a Financial Management Information System (FMIS). Experience with bidding and purchasing procedures. Experience with governmental purchasing.

Eligible lists may be used to fill future vacancies of the same classification. You MUST possess the minimum qualifications before you may be selected for a State job – verification will be completed upon hire. If you are scheduled to complete an educational or licensing requirement within six months of being placed on the eligibility list, you may participate in the selection process. Permanent State employees may also complete necessary experience requirements within six months of the date of being placed on an eligibility list. Please note, selected candidates may be required to complete and successfully pass a State and Federal fingerprint background check prior to being hired. You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.
