Job summary

The Maryland Department of General Services (DGS) seeks a professional supervisory Procurement Officer within the Office of State Procurement. The role directs sourcing, contract awards, and ensures compliance with state laws, regulations, and policy interpretations.

It also manages staff and provides backup to the Program Manager when needed. Responsibilities include leading pre-bid conferences, posting IFBs/RFPs on eMM, and ensuring MBE compliance.

Qualifications

  • Bachelor's degree required; seven years of procurement/contracting experience in public or private sector.
  • Experience soliciting, evaluating, negotiating, and awarding contracts and managing procurement opportunities.
  • Must interpret and apply procurement laws, regulations, and policies.

Responsibilities

  • Supervise procurement staff and plan complex sourcing and contract awards.
  • Provide guidance on COMAR regulations and BPW processes.
  • Oversee posting of IFBs/RFPs on eMM and maintain solicitation files.
  • Lead pre-bid activities and MBEs goals; coordinate with PRG.
  • Evaluate bids for accuracy and responsiveness and advise on awards.
  • Communicate with agencies, vendors, and the public; draft deficiency notices.

Main Purpose of Job

This is a professional, supervisory role within the Office of State Procurement. The incumbent oversees and executes procurement sourcing and contract awards while ensuring strict adherence to State laws and regulations. Key responsibilities include providing technical guidance and policy interpretation to agencies, managing a team of Procurement Officers and support staff, and serving as the primary backup to the Program Manager in their absence.

POSITION DUTIES

Duties to include but not limited to:

  • Staff Supervision & Project Planning: Direct staff in reviewing and modifying agency specifications. Establish realistic contract timelines, including site visits, pre-bid meetings, board dates, and advertising schedules. Define critical contract terms to ensure fair competition.
  • External Liaison & Records Management: Ensure staff collaborate efficiently with agencies and vendors. Act as the primary liaison on BPW and COMAR regulations. Manage manual and automated procurement record-keeping, archiving, and document retrieval.
  • Solicitation Development & Posting: Review requisition specifications for clarity. Oversee the creation and posting of IFBs and RFPs on eMM (eMaryland Marketplace), including terms, conditions, line items, and targeted vendor lists.
  • Pre-Bid Activities & MBE Goals: Monitor staff and submit MBE goal recommendation forms to the Procurement Review Group (PRG). Lead or oversee pre-bid/proposal conferences, issue clarifications/amendments via eMM, and maintain solicitation files.
  • Bid Evaluation & Award Recommendation: Review staff/committee analyses of bids and proposals for accuracy, responsiveness, and responsibility. Verify vendor references, calculations, insurance, licenses, and MBE compliance. Recommend awards in accordance with COMAR 21 guidelines and assist in resolving protests.
  • Stakeholder Communication: Ensure prompt responses to inquiries from contractors, state agencies, and the public. Guide staff in drafting deficiency notices and follow-up correspondence to bidders.
  • Board of Public Works (BPW) Prep: Prepare agenda items and comprehensive backup packages for contract awards requiring BPW approval.
  • Regulatory Expertise: Maintain an active, up-to-date knowledge of procurement laws, codes, and policies to resolve complex issues within established guidelines
MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Seven years of professional public sector procurement, or private sector contracting experience, which included activities such as soliciting, evaluating, negotiating and awarding contracts, advertising procurement opportunities, distributing specifications to vendors, coordinating bidder evaluation committees, conducting vendor debriefings, monitoring contract performance, eProcurement management, professional's certification or procurement business operations.

Notes:

  1. Candidates may substitute one year of experience in ensuring appropriate and consistent enterprise-wide interpretation of and compliance with enterprise level procurement laws, regulations, policies and procedures for the required experience.
  2. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required education.
  3. Candidates may substitute professional contract management experience or professional procurement experience, on a year-for-year basis, for the required education.
  4. Candidates may substitute a Doctor of Jurisprudence (JD) degree or a Master's degree in Business Administration for two years of the required experience.
  5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience and education.
SELECTIVE QUALIFICATIONS

Applicants must possess the following additional qualification(s) to be considered. Include clear and specific information on your application regarding all qualifications.

  • Two (2) years of professional experience in Qualifications-Based Selection (QBS) or Architectural and Engineering (A/E) procurement.
DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding all qualifications.

  • Experience providing technical interpretation, instruction, guidance and assistance in accordance with State laws and regulations.
  • Intermediate experience with FMIS, eMMA, Google suite, and Microsoft Office suite is a plus.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
  1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
  2. Employees in this classification who have not done so must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.
