General Summary
  • Location: Waterford, MI (Hybrid with flexibility)
  • Salary Range: $107,853 - $144,503
  • Position: Procurement Manager – lead the centralized purchasing program, modernize procurement operations, manage high‑impact contracts, and ensure compliance with policies and regulations while driving efficiency and expanding supplier diversity.
What You’ll Do
  • Improve workflows, update policies, and recommend technology enhancements to take the procurement functions to new heights.
  • Lead and supervise the Procurement Division, setting priorities and supporting staff development through coaching, training, and accountability.
  • Oversee contracts, RFPs, and purchasing documents to ensure compliance, accuracy, and value.
  • Negotiate and manage complex, high‑visibility contracts.
  • Partner with County departments and leadership to develop strategic procurement solutions.
  • Ensure transparency through reporting and adherence to local, state, and federal regulations.
  • Advance supplier diversity through vendor outreach and engagement.

Minimum Qualifications
  • Bachelor’s degree in Business Administration, Public Administration, Economics, Accounting, or a related field.
  • At least eight (8) years of full‑time professional procurement or purchasing experience, including a minimum of three (3) years supervising or leading employees.
Additional Desirable Qualifications
  • Professional certificates such as CPM, CPPB, or CPSM, or equivalent.
  • Strong knowledge of purchasing practices, market conditions, and public procurement laws and regulations.
  • Experience managing a union‑represented workforce.
  • Ability to make decisions in accordance with laws, rules, and departmental policies.
  • Familiarity with AI and its application within purchasing technology.
  • Extensive contract negotiation and vendor outreach experience, including supplier diversity efforts.
  • Proficiency with word processing, Excel, databases, email, and internet software.
SUPERVISION EXERCISED
  • Plan, direct, and make staffing decisions while exercising managerial control over the Procurement Division.
  • Oversee a team of 4–8 employees: assign, schedule, evaluate performance, and recommend promotions or salary increases.
  • Participate in disciplinary and discharge decisions.
  • Communicate policies and change management initiatives.
Essential Job Functions
  • Develop and oversee all contracts and lease agreements, ensuring strategy, language, and terms are current and accurate.
  • Collaborate with Department Directors and elected officials to develop departmental specifications.
  • Review and approve procurement-related reports or activities presented to the public or Board of Commissioners.
  • Analyze procurement trends to incorporate the latest laws, regulations, and best practices.
  • Conduct regular one‑on‑one meetings with Procurement staff to monitor contract status and priorities.
  • Implement procedures for efficient processing of purchase requisitions, orders, invoices, and related records.
  • Provide training on best practices and policy changes to Procurement staff and departmental contacts.
  • Recommend staff development and professional training programs.
  • Review and update the County’s Procurement Policies and Procedures Manual.
  • Negotiate and supervise RFPs and vendor contracts to secure optimal terms.
  • Compile and analyze data for reporting to the Chief Procurement Officer.
  • Lead outreach to increase diversity within the supplier base.
Additional Duties & Responsibilities
  • Perform other duties as assigned by the Chief Procurement Officer and department administration.
  • Comply with all policies and standards.
  • Utilize current countywide and department‑specific software to complete assignments.

  • Conduct regular meetings with staff to ensure contract status, priorities, and deadlines are met.
  • Oversee efforts to increase diversity in the supplier base.
  • Negotiate and supervise contracts to secure best terms.
  • Recommend personnel, budget, measurable goals, technology updates, and administrative policies.
  • Create and update workflow processes to improve divisional efficiencies.
  • Utilize software to complete assignments.
