Brightline West will connect Las Vegas and Southern California with a high‑speed, electric passenger rail system, reaching speeds of more than 186 mph over 218 miles, taking passengers from Las Vegas to the Greater Los Angeles area twice as fast as the normal drive time.

Your Purpose

As a Procurement Director you will strategically lead procurement strategies and solutions for our high‑speed rail infrastructure to ensure alignment with project objectives, in compliance with industry standards and federal regulations.

Your Role

• Procurement:

  The Procurement Director leads sourcing and contracting activities across all major procurement categories, drives supplier selection, business award planning, and strategic sourcing initiatives that align with long‑term project and organizational objectives. The role develops and implements procurement strategies that balance cost, quality, compliance, and schedule demands while collaborating with cross‑functional teams and leadership.

• Compliance & Reporting:

  The Procurement Director serves as the subject matter expert on federal procurement regulations, specifically 2 CFR 200.318‑327, ensuring full compliance through standardized procurement procedures and documentation. The role manages purchases of goods, services, and equipment—both direct and indirect—optimizes total cost of ownership, oversees the full contract lifecycle, and prepares internal and external reports to meet FSP grand requirements.

• People Leadership:

  The Procurement Director builds and sustains strong cross‑functional relationships, fosters supplier accountability and transparency, and guides internal stakeholders on procurement best practices and compliance. The role also supports and mentors team members, promoting Brightline West’s culture while leading internal partners through procurement and contracting processes.

Managerial Responsibility

• This position currently has no supervisory responsibilities but may provide training and/or work direction to other teammates.
• This position may have direct supervisory responsibility for future procurement team members, including hiring, transfers, promotions, and disciplinary actions.

Experience & Qualifications

Required Education and Experience:

• 10+ years of experience as a procurement professional in large‑scale infrastructure projects and contracts, preferably in the rail or heavy civil infrastructure sectors.
• Bachelor’s degree in civil engineering, business, procurement, supply chain management, or a related field.
• Strong capability in developing innovative procurement strategies, particularly related to Buy America regulations.
• Experience with federal procurement requirements, specifically 2 CFR Part 200.
• Experience with Oracle Fusion Cloud Procurement or comparable systems (Coupa, SAP Ariba, Jaggaer) is required.
• Excellent communication and collaboration skills, with a proven ability to lead negotiations diplomatically and tactfully.
