Qualifications

  • Education: Bachelor’s degree in Business, Public Administration, Supply Chain, Engineering, Construction Management or equivalent.
  • Experience: Seven (7) years in governmental procurement with three (3) years in a senior leadership role.
  • Certification: CPPO, CPPB, or NIGP-CPP preferred.
  • Regulatory knowledge: CCNA procurement requirements for utility and stormwater projects.
  • Preferred: Master’s degree in related field.
  • Technical: Experience with ERP procurement systems (Munis) and AI procurement processes.
  • Funding: Experience supporting grant-funded capital projects.

Responsibilities

  • Direct procurement and contracting programs to ensure compliance with laws, regs, and policies.
  • Oversee pre-bid conferences and bid openings; evaluate proposals for responsiveness.
  • Establish policies and controls for procurement and contracts.
  • Direct preparation and negotiation of proposals and service contracts.
  • Plan and administer purchasing strategies for cost efficiency and service quality.
  • Monitors vendor relationships and ensures timely delivery and customer service.
  • Maximize technology use to automate purchasing and improve policy compliance.
