Qualifications

• 3+ years of relevant experience with a Bachelor’s in a related field; 1 year with a Master’s; or 7+ years with a high school diploma/equivalent.
• 3–6 years direct experience preparing and administering Federal/DoD contracts and agreements, with FAR and OTA knowledge.
• Federal/DoD government contracting or agreement specialist experience preferred.
• Familiarity with FAR fundamentals and DoD OT agreements.
• Hands-on experience with standard procurement tools (SAM.gov, PIEE, WAWF, EDA, Excel/Word).

• Meet with engineers and technical leads to pull requirements and deliverables.

Position Summary

HII: Mission Technologies is seeking 2 experienced Procurment Analysts to support our work with the Ground Vehicle Systems Center's Aquisition Management Office in Warren Michigan. The Mid-Level Acquisition & Agreements Specialist provides hands‑on support to government program managers, technical leads. The individual directly drafts procurement packages, performs market research, builds milestone schedules, tracks deliverables, and assists in the administration of both FAR‑based contracts and Other Transaction Authority (OTA) agreements.

This role requires on‑site work in Warren, MI and cannot be performed remotely.

Essential Job Responsibilities

• Draft Market Research Reports, Acquisition Plans (APs), Statements of Objectives (SOOs), and Performance Work Statements (PWSs).
• Meet directly with engineers and technical leads to pull out requirements, schedules, and deliverable lists.
• Ability to handle multiple priorities and projects.
• Federal acquisition knowledge, market research, price/cost analysis, negotiation, vendor engagement, technical understanding, acquisition planning, and documentation skills.
• Build milestone schedules based on input from technical teams.
• Maintain organized, contract and agreement files in internal shared drives, operate effectively in ambiguous and highly technical environments
• Develop and execute acquisition and procurement strategies, plans, and methodologies to address current requirements and long‑term program needs.
• Manage a broad portfolio of research, development, services, and product‑improvement contracts using various contract types, including cost reimbursement, cost‑plus‑fixed‑fee, and firm‑fixed‑price contracts.

Minimum Qualifications

• 3 years relevant experience with Bachelors in related field; 1 year relevant experience with Masters in related field; or High School Diploma or equivalent and 7 years relevant experience.
• 3 to 6 years of direct experience preparing and administering Federal/DoD contracts and agreements. Must have practical experience with both FAR contracts and OT agreements.
• Prior direct Federal / DoD government contracting or agreement specialist experience (civilian, military, or contractor support). Preferred.
• Relevant coursework in FAR fundamentals and DoD Other Transactions
• Hands‑on experience with standard procurement tools (SAM.gov, PIEE, WAWF, EDA, Microsoft Excel/Word).
• A Secret Clearance with the US DOW will be required, therefore you must be a US Citizen in order to qualify for the role.

Physical Requirements

• Job performance will normally require only minor lifting and carrying of boxes of records or equipment.
