Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure Global Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects. Facilitate risk assessments and hazard identification activities specific to commissioning and start-up phases, including testing, purging, leak testing, system energisation, and other high‑risk PCSU activities.
- Facilitate the Project's Contractor Risk Assessment Workshops (CRAW) and ensure hazards and controls are effectively communicated to work crews prior to execution.
- Verify effective implementation of Permit‑to‑Work, energy isolation, and Job Hazard Analysis (JHA) systems for PCSU scopes to ensure work is executed within approved controls and safe operating boundaries. Review Simultaneous Operations (SIMOPS) plans and interface risks to mitigate hazards arising from overlapping commissioning, construction, and operational activities.
- Interpret and ensure compliance with all applicable federal, state, and local regulations and operational permits (such as OSHA PSM, EPA RMP, TCEQ, PHMSA, FERC, USCG, 49 CFR 193, etc.).
