Job summary

Brunel partners with a Gulf Coast petrochemical manufacturer to hire a Process Safety Manager in Houston, Texas, tasked with building a corporate-level process safety function from the ground up. You will establish systems, standards, and culture with strong executive backing, overseeing 14 PSM elements, RMP submittals, and incident investigations across sites while leading a small team of engineers.

Ideal candidates have 10+ years of process safety leadership in petrochemical or chemical

Qualifications

  • 10+ years of process safety leadership within petrochemical or chemical manufacturing
  • Bachelor's degree in Chemical or Mechanical Engineering (advanced degree a plus)
  • Strong working knowledge of OSHA PSM and EPA RMP

Responsibilities

  • Govern enterprise-wide PSM elements (PSI, PHA, MOC, Mechanical Integrity, etc.)
  • Own Risk Management Program (RMP) submittals and analyses
  • Lead PHA/HAZOP standards and revalidation cycles
  • Govern MOC and Mechanical Integrity standards across sites
  • Oversee incident investigation protocols and root-cause analysis
  • Coordinate emergency response planning with site teams
  • Provide KPI reporting and audit readiness
  • Manage and develop a small team of process safety engineers

Job description

Process Safety Manager | Petrochemical Manufacturing | Houston, TX

We're partnering with a well-established, privately-held petrochemical manufacturer on the Gulf Coast to find a Process Safety Manager to build out a corporate-level process safety function from the ground up.

This is a rare opportunity: rather than stepping into a mature program that just needs maintaining, you'll be laying the foundation - building systems, standards, and culture for an organization with strong executive backing and real budget behind the function.

What you'll own:
  • Enterprise-wide governance of the 14 elements of Process Safety Management (PSI, PHA, MOC, Mechanical Integrity, Incident Investigation, Contractor Management, and more)
  • Corporate ownership of Risk Management Program (RMP) submittals, certifications, and offsite consequence analyses
  • Leadership of PHA/HAZOP standards, revalidation cycles, and Safer Technology & Alternatives Analyses
  • Governance of Management of Change (MOC) and Mechanical Integrity standards across multiple sites
  • Incident investigation protocols, root cause analysis, and transparent communication of findings
  • Emergency response planning in coordination with site teams and mutual aid networks
  • KPI reporting and audit readiness for internal, third-party, and regulatory reviews
  • Management and development of a small team of process safety engineers
What you bring:
  • Bachelor's degree in Chemical or Mechanical Engineering, or related discipline (process engineering background preferred); advanced degree a plus
  • 10+ years of process safety leadership within petrochemical or chemical manufacturing, with multi-site oversight
  • Strong working knowledge of OSHA PSM (1910.119) and EPA RMP (40 CFR Part 68)
  • Background in downstream refining/petrochemical manufacturing — candidates from upstream oil & gas or LNG environments are unlikely to be a fit given the different risk profile
  • Strong interpersonal and leadership skills — this role operates through a matrix organization, so influence and presence matter as much as technical depth
  • Demonstrated ability to drive projects from concept to completion
Nice to have:
  • PE license or CCPS certification (CPSA/CPSE)
  • Experience with STAA, LOPA, SIL/functional safety, or asset integrity programs
  • Experience operating under a regulatory consent decree, enforcement order, or comparable heightened-scrutiny compliance environment

This role reports into a Director of EHS and offers a clear path for growth within the broader EHS organization, including succession potential and mobility across other safety/environmental disciplines.
