Job summary

Cenovus Energy, Lima Refinery, is seeking a Process Safety Engineer to drive risk reduction and regulatory compliance across the site. You will lead risk assessments, MOC reviews, incident investigations, and cross-functional safety initiatives to create a zero-incident environment.

You will collaborate with operations to strengthen COIMS processes, manage audits, and develop continuous improvement plans based on industry lessons learned and KPI performance.

Qualifications

  • Bachelor’s degree in Chemical Engineering or related field required.
  • Strong knowledge of OSHA PSM (29 CFR 1910.119) and EPA RMP.
  • Experience with risk assessments (HAZOP/LOPA) and MAH methodologies.

Responsibilities

  • Ensure regulatory compliance with OSHA PSM and EPA RMP.
  • Lead refinery process safety programs across PHA/HAZOP, LOPA, MAH, and MOC.
  • Drive process safety improvements using KPIs and lessons learned.
  • Lead incident investigations and root cause analyses to prevent recurrence.
  • Coordinate audits and close corrective actions with cross-functional teams.
  • Model process releases and assist in implementing safety recommendations.

About this opportunity

Cenovus is seeking a Process Safety Engineer to join our Lima Refinery team. In this role, you will lead process safety initiatives that support a zero-incident work environment by identifying, evaluating, and mitigating process safety risks across the site. Working closely with operations and cross-functional stakeholders, you will support OSHA PSM, EPA RMP, and Cenovus Operations Integrity Management System (COIMS) programs while driving continuous improvement in process safety performance. Key responsibilities include facilitating risk assessments (HAZOPs and LOPAs), leading Management of Change (MOC) risk reviews, conducting incident investigations, and partnering with employees at all levels to proactively manage risk.

What you’ll do

Responsibilities for this position may include but are not limited to:

  • Ensure regulatory compliance with U.S. Process Safety requirements including OSHA PSM (29CFR 1910.119) and EPA Risk Management Program (RMP)
  • Lead and support refinery process safety programs, providing technical safety and engineering expertise across PHA/HAZOP, LOPA, MAH, and Management of Change, Incident Investigation, and Project Risk Reviews
  • Drive continuous improvement of process safety systems, workflows, and assurance mechanisms to ensure consistent and effective implementation using process safety KPIs and Process Safety Lessons Learned from internal and external industry events
  • Lead and support incident investigations and root cause analyses, identifying lessons learned and preventing recurrence of major incidents
  • Coordinate and oversee audits (internal, third party, insurance), ensuring gap identification, tracking, and timely close out of corrective actions
  • Model process releases, fires, and explosions to resolve potential consequences and risk rating
  • Assist site in implementing recommendations related to modeling outcomes
Who you are
  • Legally authorized to work in the US
  • Bachelor’s degree in Chemical Engineering or a related engineering discipline
  • 4+ years experience in process engineering, process safety engineering, technical safety, asset integrity, operations, or maintenance in the oil and gas or chemical industry
  • Knowledge of US regulations, specifically the Occupational Safety & Health Administration (OSHA) and the Process Safety Management Standard (29 CFR 1910.119) and EPA RMP Rule
  • In depth familiarity with MOC, PHA/HAZOP, LOPA, Bow Ties, major accident hazard (MAH) methodologies, and facilitation of MOC, HAZOP/PHA, LOPA and What If risk assessments
  • Proficient in Root Cause Analysis methodologies and incident investigation leadership
