Overview

Position: Process Improvement Manager — a results-driven role to lead initiatives that enhance operational efficiency, streamline workflows, and promote continuous improvement across USDA programs. This role supports high-impact initiatives by identifying inefficiencies, facilitating cross-agency collaboration, and implementing best practices that align with USDA’s mission to serve the public through innovation, equity, and accountability.

Location: Remote

Clearance/Certifications: Ability to obtain Public Trust clearance – U.S. citizenship required

Responsibilities
  • Lead process improvement initiatives across USDA programs by analyzing current-state operations, identifying gaps, and designing future-state workflows.
  • Facilitate cross-functional collaboration with program managers, analysts, IT teams, and field staff to gather insights and co-develop practical, scalable solutions.
  • Apply Lean, Six Sigma, and other process improvement methodologies to drive measurable improvements in efficiency, service delivery, and compliance.
  • Develop and maintain process documentation, including standard operating procedures (SOPs), process maps, and performance dashboards.
  • Support change management efforts by communicating process changes, training stakeholders, and ensuring adoption of new practices.
  • Monitor and evaluate process performance using KPIs and data analytics to ensure continuous improvement and alignment with USDA strategic goals.
  • Promote a culture of innovation and accountability by mentoring teams on process improvement tools and techniques.
  • Ensure compliance with federal regulations, USDA policies, and data governance standards throughout process redesigning efforts.
Required Qualifications
  • Bachelor’s degree in Business Administration, Public Policy, Industrial Engineering, or a related field.
  • 5+ years of experience in process improvement, operations management, or organizational development.
  • Proven experience leading cross-functional improvement projects in large or complex organizations.
  • Strong knowledge of process improvement methodologies (e.g., Lean, Six Sigma, Kaizen).
  • Excellent facilitation, communication, and stakeholder engagement skills.
  • Ability to analyze complex systems and translate findings into actionable recommendations.
  • Experience working in or with federal agencies, preferably within USDA or similar mission-driven environments.
Qualifications
  • Lean Six Sigma certification (Green Belt or higher).
  • Familiarity with USDA programs, mission areas, or field operations.
  • Experience with process modeling tools (e.g., Visio, Lucidchart, ARIS).
  • Experience supporting digital transformation or modernization initiatives in the public sector.
