Job summary

UT Health San Antonio seeks a Manager, Privacy Programs to lead the Enterprise Privacy Program across healthcare, academic, and research settings. You will provide strategic direction on HIPAA, FERPA, AI privacy, investigations, risk assessments, and policy development, partnering with senior leaders to mitigate privacy risks.

Responsibilities include incident oversight, performance metrics, and workforce education, with focus on privacy-by-design and emerging technologies.

Qualifications

• Advanced knowledge of HIPAA, HITECH, FERPA, 42 CFR Part 2, research privacy requirements, AI, and applicable privacy laws and standards.
• Familiarity with NIST Privacy Framework and NIST AI RMF.
• Strong understanding of privacy in AI and emerging technologies.
• Experience with privacy investigations, risk assessments, and incident response in health, academic, and research data.
• Experience with electronic health record systems; Epic preferred.

Responsibilities

• Manage day-to-day operations of the enterprise Privacy Program, including consultations, investigations, monitoring, risk assessments, and policy development.
• Oversee privacy incident reviews with patient, student, research, and other confidential data, ensuring remediation and reporting.
• Analyze privacy trends and metrics to drive improvements and strengthen controls.
• Provide guidance on HIPAA, FERPA, AI privacy requirements and relevant laws/regulations.
• Collaborate with faculty, clinicians, administrators, and leaders to identify privacy risks and implement scalable solutions.
• Lead privacy consultation strategy for AI, ML, analytics, and other emerging technologies.
• Oversee privacy risk assessments for vendor/integration projects using patient, student, or institutional data.
• Monitor evolving laws and guidance to ensure readiness and compliance.
• Develop and deliver privacy training and awareness communications for the workforce.
