Job summary

Northrop Grumman’s Space Sector is hiring a Proposal Analyst – Level 3 in Redondo Beach, CA. This 100% onsite role involves leading cost/price volumes, preparing proposals, and advising senior leadership on cost risks.

Requirements include a Bachelor’s with 5 years (or advanced degrees with fewer years) in Pricing/Estimating or related fields, and the ability to obtain a U.S. Government Top-Secret clearance. Salary ranges are provided with bonuses potential.

  • Ensure compliance to Estimating System and disclosed practices.
  • Participate in customer fact-finding meetings.
  • Lead ROMS, BPEs, and should-cost and pricing reviews.
  • Lead and support DCAA audit reviews for proposals.
  • Represent pricing in contract negotiations and advise leadership on cost and risk.

As a Proposal Analyst – Level 3 located in Redondo Beach, CA, you’ll be a linchpin in missions of paramount importance, defining the art of the possible from day one. This position is 100% onsite and cannot accommodate telecommute work.

The Northrop Grumman Space Sector’s Pricing & Estimating Organization has an exciting opportunity to join our fast-paced, dynamic, diverse, and accomplished team.

This position will work a 9/80 schedule, with every other Friday off.

In this job, you will:
  • Lead and develop small to large Engineering Change Proposals (ECPs) and new Business/Captures cost/price volumes, including coordination, collection and analysis of cost, Basis of Estimates, schedule, and technical elements from multi-functional departments
  • Generate cost proposals in accordance with request for proposal (RFP) specifications and other pricing/cost requirements, including Company and Department policies and the Federal Acquisition Regulations (FAR)
  • Create and present cost reviews, BOE reviews, and advise issues and risks to senior and executive leadership
  • Ensure compliance to company policies and procedures, including Estimating System and disclosed practices
  • Participate in or lead customer fact-finding meetings
  • Develop recommendations for ROMS, BPEs, and should-cost and pricing reviews with management and customer representatives
  • Lead and support DCAA audit reviews for proposals
  • Promote affordability and quality initiatives
  • Represent the pricing organization in contract negotiations, drive improvements to the negotiation process, and advise leadership on our cost and risk position
  • Other duties as assigned
Basic Qualifications:
  • Bachelor’s degree with 5 years of experience in Pricing & Estimating, Proposals or Business Management – OR – Master’s degree with 3 years of experience in Pricing & Estimating, Proposals or Business Management – OR – PhD with 1 year of experience in Pricing & Estimating, Proposals or Business Management .
  • Will consider an additional 4+ years of experience in lieu of degree.
  • Must have the ability to obtain and maintain a U.S. Government Top-Secret security clearance
  • Strategic focus oriented, including ability to evaluate, integrate, and communicate cost issues and risks to senior and executive management
  • Must have persistence and tenacity to meet deadlines in a challenging, multi-tasking environment
  • Excellent communications skills and leadership competencies
  • Proficiency with MS Office Suite, specifically Excel, PP and Word
Preferred Qualifications:
  • Master’s Degree
  • Work experience in any of the following: Pricing or Cost Estimating, Proposal Development, Project Management, Accounting/Budgeting, Finance, Economics, or Business Administration
  • Experience working for a cleared client
  • Military Leadership
  • In-depth knowledge of FAR/DFARS/CAS and other government regulations
  • Experience in applying cost accounting, pricing, and estimating concepts and principles

Northrop Grumman Total Rewards Primary Level Salary Range: $94,200.00 - $141,200.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.

Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.

Employees in Vice President or Director positions may be eligible for Long Term Incentives.
